This Charter shall take effect for all purposes on the second Monday following the regular municipal election in March, 2012.
A. 
Rights and Privileges Preserved. Except as otherwise specifically provided herein, nothing in this Charter shall affect or impair the rights or privileges of persons who are appointed City officers or employees at the time of its effective date. Upon the effective date of this Charter, all appointed officers and employees of the City shall remain in office until removed as provided for or as authorized in this Charter.
B. 
Personnel System. Any person who is a merit employee of the City at the tome this Charter becomes effective shall remain in the same legal status as existed prior to the effective date of the Charter, and shall remain subject to the City personnel system.
A. 
Saving of Consolidation. The City of Las Vegas has heretofore adopted a Consolidation and Charter, dated March, 1970, and amended from time to time. The Consolidation portion of that document, designated as "First Part" and providing for the consolidation of the Town of Las Vegas and the City of Las Vegas is reaffirmed and adopted by this Charter except to the extent of any inconsistency, in which case the provisions of this Charter shall prevail.
B. 
Repeal of Existing Charter. The City Charter portion of the aforesaid document, designated as "Second Part" and providing for municipal Charter for the City, is hereby repealed except to the extent, if any, that said Charter ratifies, affirms, authorizes or otherwise establishes the consolidation of the Town of Las Vegas and the City of Las Vegas. Any such ratification, affirmation, authorization or establishment is expressly saved and incorporated herein for all purposes and is newly ratified by enactment of this Charter.
