All ordinances or parts of ordinances inconsistent with the
provisions of this chapter are hereby repealed to the extent of such
inconsistency.
In the event that any clause, sentence, section or part of this
chapter is declared to be invalid, such invalidity shall not effect
the remainder of the ordinance.
This chapter shall take effect immediately with passage according
to law.
