It shall be unlawful for the driver or operator of a motor vehicle, while driving and operating a motor vehicle upon a public street or parking lot or parking area, or driveway of a business place within the city, to willfully accelerate so rapidly as to cause the tires on the motor vehicle to spin, skid or slide upon the roadway in a manner commonly known as acceleration or burning off, whether the motor vehicle is being started from a parked, stopped or standing position or in motion and whether or not the motor vehicle is traveling straight or turning.
