It shall be unlawful for the driver or operator of a motor vehicle, while driving and operating a motor vehicle upon a public street or parking lot or parking area, or driveway of a business place within the city, to willfully accelerate so rapidly as to cause the tires on the motor vehicle to spin, skid or slide upon the roadway in a manner commonly known as acceleration or burning off, whether the motor vehicle is being started from a parked, stopped or standing position or in motion and whether or not the motor vehicle is traveling straight or turning.

No person driving, operating or in charge of any motor vehicle, animal, railroad engine, railroad car or any other vehicle shall, by negligence, cause or suffer or permit the vehicle, animal, railroad engine, railroad car or any other vehicle to collide with any other vehicle of any nature whatever, or with any person, animal, street sign, street post, fire hydrant, water meter, mailbox or any other obstacle or object whatever, in or on any street, alley, avenue, highway or other public place in the city. Violation of this section shall be known as the offense of negligent collision.

An operator may not, without the consent of the fire department official in command, drive over an unprotected hose of a fire department if the hose is on a street or private driveway and is intended for use at a fire emergency or training operations.

(a) 
Definition.
"Engine braking," sometimes referred to in common nomenclature as "jake braking," but which must not be confused with the registered trademark "Jake Brake" belonging to the Jacobs Vehicle Systems, Inc., shall mean the use or operation of any mechanical exhaust device designed to aid in the braking, decompression or deceleration of a motor vehicle which results in the excessive, loud, unusual or explosive noise from such vehicle in excess of state or federal noise standards for said vehicles.
(b) 
Offenses.
Engine braking, as defined in this section, shall be unlawful within the city limits. Therefore, it shall be unlawful for the driver of any vehicle to use or operate or cause to be used or operated within the city limits any engine brake, jake brake, compression brake, dynamic braking system, mechanical exhaust device, or other similar device designed to aid in the braking or deceleration of any vehicle that results in excessive, loud, unusual or explosive noise from such vehicle.
(c) 
Exceptions.
(1) 
The provisions of this section shall not apply to the application of unmuffled compression brakes where necessary for the protection of persons and/or property, which cannot avoided by application of an alternative braking system.
(2) 
Noise caused by the application of engine compression brakes, otherwise known as engine braking, which is effectively muffled, or if the application is necessary for the health, safety and welfare of the community, shall be exempt from the provisions of this section.
(3) 
Sounds created by emergency equipment for emergency purposes shall be exempt.
(4) 
Sounds created by city owned and operated equipment shall also be exempt from the provisions of this section.
(d) 
Erection of signs.
The director of public works and engineering shall be and is hereby specifically authorized to erect such signage as shall be necessary and appropriate for the enforcement of this section.
(e) 
Penalty.
Any person, firm, corporation, agent or employee thereof who violates any of the provisions of this section shall be guilty of a misdemeanor and, upon conviction of thereof, shall be fined an amount in accordance with the general penalty provided in section 1.01.009 of this code for each offense. Multiple violations may arise from the same occurrence if violations continue unabated after the issuance of a citation. Enforcement hereunder shall not require the pleading or proving of any culpable mental state.

It shall be unlawful for the driver or operator of any motor vehicle to travel upon or over the public streets of the city at a greater rate of speed than 30 miles per hour, except as otherwise posted.

(a) 
Right turn required.
All persons traveling in an easterly direction on Mulberry Street at its intersection with Washington Street in the south lane shall turn to the right on Washington Street.
(b) 
Right turn prohibited.
(1) 
All persons traveling in an easterly direction in the north lane of Mulberry Street shall not be permitted to turn right, but shall proceed straight ahead or east.
(2) 
Right turns are prohibited, except for school buses, from 7:00 a.m. until 9:00 a.m. and from 2:00 p.m. until 4:00 p.m., Monday through Friday, at the intersection at Sixth Street and Royal Drive.

(a) 
All traffic traveling north and south at the following intersections shall yield the right-of-way to traffic moving east and west:
(1) 
Intersection of South Jackson Street and West Tenth Street.
(2) 
Intersection of South Jackson Street and West Fourth Street.
(3) 
Intersection of West First North Street [sic] and Clay Street.
(b) 
All traffic traveling east and west at the intersection of South Jefferson Street and West Fifth Street shall yield the right-of-way to the traffic traveling north and south.

The following zones are designated as school zones:
(1) 
No-parking zone: On Ninth Street from Blain Street at Ninth Street to Ninth at Main Street, 7:00 a.m. until 9:00 a.m., 2:00 p.m. until 4:00 p.m., Monday through Friday.
(2) 
No-parking zone: Ninth Street at Blain Street to Ninth Street at Washington.
(3) 
No-parking zone: 7:00 a.m. until 9:00 a.m. and 2:00 p.m. until 4:00 p.m., Monday through Friday, Royal Drive from Ninth Street to Sixth Street.
(4) 
No-parking zone: West side of Madison Street from Second Street to Third Street.
(5) 
No-parking zone: Madison Street to Dallas Street.
(6) 
Four-way school crossing: Ninth Street at Royal Street.
(7) 
School buses only: 7:00 a.m. until 9:00 a.m. and 2:00 p.m. until 4:00 p.m., Royal Drive from Sixth Street to the second entrance to Phillips School.

(a) 
Upon the basis of an engineering and traffic investigation made as authorized by the provisions of V.T.C.A., Transportation Code section 545.356(b), the following prima facie speed limits indicated for vehicles are determined and declared to be reasonable and safe. Such speed limits are fixed at the rate of speed indicated for vehicles traveling upon the named streets and highways, or parts of named streets and highways, described as follows:
(1) 
Farm Road 1836.
No motor vehicle shall be operated along and upon Farm Road 1836 within the corporate limits of the city in excess of the speeds set forth in the following limits:
(A) 
Beginning at said point (Station 0+00) being at the intersection of S.H. 34 (Washington Street) in the city on Farm Road 1836 thence continuing in an easterly direction for a distance of 0.449 mile approximately, a maximum speed of 30 miles per hour.
(B) 
Thence continuing in an easterly direction along Farm Road 1836 for a distance of 0.400 mile approximately, a maximum speed of 40 miles per hour.
(C) 
Thence continuing in an easterly direction along Farm Road 1836 for a distance of 0.268 mile approximately, said point (Station 59+00) being the east city limits, a maximum speed of 50 miles per hour.
(2) 
Farm Road 1388.
No motor vehicle shall be operated along and upon Farm Road 1388 within the corporate limits of the city in excess of the speeds set forth in the following limits:
(A) 
Beginning at said point (Station 0+00) being the centerline of U.S. 175 in the city, thence continuing along Farm Road 1388 in a southerly direction for a distance of 0.8950 mile, approximately, said point (Station 34+23) being the south city limits, a maximum speed of 40 miles per hour, and 25 miles per hour when so signed for school location at certain specified times.
(B) 
Beginning at said point (Station 1+30) being at U.S. 175 frontage road, thence continuing along FM 1388 in an easterly direction for a distance of 0.492 mile, approximately, a maximum speed of 40 miles per hour.
(C) 
Thence continuing along FM 1388 in an easterly direction for a distance of 0.411 mile, approximately, said point (Station 34+23) being the east city limits, a maximum speed of 45 miles per hour.
(D) 
Thirty miles per hour when so signed for school location, FM 1388 eastbound and westbound, from Station 15+60 to Station 34+23, a distance of 1,863 feet.
(3) 
State Highway No. 243.
No motor vehicle shall be operated along and upon State Highway No. 243 within the corporate limits of the city in excess of the speeds set forth in the following limits:
(A) 
Beginning at said point (Station 686+74) being the west city limits on State Highway 243 thence continuing in an easterly direction for a distance of 0.200 mile approximately, a maximum speed of 40 miles per hour.
(B) 
Thence continuing in an easterly direction along State Highway No. 243 for a distance of 0.780 mile approximately, a maximum speed of 30 miles per hour.
(C) 
Thence continuing in an easterly direction along State Highway No. 243 for a distance of 0.200 mile approximately, a maximum speed of 35 miles per hour.
(D) 
Thence continuing in an easterly direction along State Highway No. 243 for a distance of 0.296 mile approximately, said point (Station 47+35) being the east city limits, a maximum speed of 45 miles per hour.
(4) 
State Highway No. 34.
No motor vehicle shall be operated along and upon State Highway No. 34 within the corporate limits of the city in excess of the speeds set forth in exhibit A of Ordinance O-18-17.
(b) 
The following streets are designated as 20 miles per hour school zones:
East Fourth Street, the 100 block to the intersection of South Dallas Street.
East Sixth Street, from Washington Street to the intersection of Royal Street.
Royal Street at Eleventh Street to the intersection of Phillips Circle.
Shannon Street, the 600 block of North Shannon Street.
South Houston Street, the 700 block to the 1100 block of South Houston Street.
South Madison, the 600 block to the 1100 block of South Madison.
Washington at Ninth Street to the intersection of Ninth Street and Main Street.
West Fourth Street at South Clay to the intersection of South Houston Street.
(c) 
FM Road 1388 and east of State Highway 34 S., the school zone is 30 miles per hour.
(d) 
The city manager is authorized to cause to be erected appropriate signs indicating such speed zones.

(a) 
Designation.
(1) 
Vehicular traffic movement in the 200 block of North Jackson Street shall be in a northerly and southerly direction and in the 100 block of South Jackson Street shall be in a southerly direction only.
(2) 
Vehicular traffic movement on Royal in the 800 block from immediately north of the southernmost drive to the elementary school to immediately south of the middle drive (exit drive) to the elementary school shall be one-way.
(3) 
Vehicular traffic movement from the front of Phillips School to Sixth Street shall be two-way.
(4) 
The following streets are one-way during school season, Monday through Friday, from 7:00 a.m. to 9:00 a.m. and 2:00 p.m. to 4:00 p.m.:
(A) 
South Dallas Street at First Street in a southerly direction to South Dallas Street at Fourth Street.
(B) 
South Madison Street at Fourth Street in a northerly direction to South Madison Street at First Street.
(b) 
Placement of signs.
The city manager shall place and maintain such traffic-control signs as are required to make effective the provisions of this section.
(c) 
Obedience to signs.
The driver of any vehicle shall obey the instructions of any official traffic-control sign which has been placed in accordance with this section and other ordinance provisions of the city, unless otherwise directed by a police officer, subject to the exceptions granted the driver of an emergency vehicle.
