(a) Rates to be charged for electric service furnished by electric utilities, as defined in section
31.002 of the Texas Utilities Code, within the city shall be in accordance with orders or resolutions of the city council establishing such rates for such persons or parties engaged in furnishing such electric power service to the public. Said orders or resolutions establishing rates shall be filed with the city secretary, where such orders or resolutions establishing rates shall be kept available for public inspection.
(b) Rates to be charged for electric service, including any discount related thereto, furnished by the municipally owned electric utility of the city shall be determined by the city council of the city.
