The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

A. 
Except when necessary to avoid conflict with other traffic, or when in compliance with law or the directions of a police officer or official traffic control device, no person shall:
(1) 
Stop, stand or park a vehicle:
(a) 
On the roadway side of any vehicle stopped, standing or parked at the edge or curb of a street;
(b) 
On a sidewalk;
(c) 
Within an intersection, except when permitted by official signs or parking meters on the side of a highway opposite a street which intersects but does not cross such highway;
(d) 
On a crosswalk;
(e) 
Between a safety zone and the adjacent curb or within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless a different distance is indicated by official signs, markings or parking meters;
(f) 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic;
(g) 
Upon any bridge or other elevated structure upon a highway or within a highway tunnel, unless otherwise indicated by official signs, markings or parking meters;
(h) 
On any railroad tracks;
(i) 
In the area between roadways of a divided highway, including crossovers, except in an emergency;
(j) 
On a state expressway highway or state interstate route highway, including the entrances thereto and exits therefrom, which are a part thereof, except in an emergency;
(k) 
Engage in the retail sale of frozen desserts as that term is defined in subdivision 37 of section 375 of this chapter[1] directly to pedestrians on any highway having a speed limit in excess of 30 miles per hour. Nothing herein shall be construed to prohibit the operator of such vehicle from stopping such vehicle off such highway, in a safe manner, for the sole purpose of delivering such retail product directly to the residence of a consumer or to the business address of a customer of such retailer;

(l) 
In a space designated as provided in this subsection for the exclusive purpose of charging an electric vehicle at an electric vehicle charging station, unless such vehicle is an electric vehicle connected to such charging station; provided, however, that an electric motor vehicle disconnected from the electric vehicle charging station for no more than 30 continuous minutes while stopped, standing or parked in such designated space shall not be in violation of this subsection. Parking spaces designated for the exclusive purpose of charging an electric vehicle at an electric vehicle charging station shall be clearly identified, and such designation shall include conspicuous and permanently installed above grade signs which shall be positioned from the parking space surface at a height of not less than five feet nor more than seven feet and which identify such space as an electric vehicle charging station, indicate that such space is only for electric vehicle charging and include any day or time restrictions. For the purposes of this subsection, the term "electric vehicle" shall mean a motor vehicle that is propelled at least in part by an electric motor and associated power electronics which provide acceleration torque to the drive wheels sometime during normal vehicle operation, and that draws electricity from a battery or hydrogen fuel cell that is capable of being recharged from an external source of electricity, such that the external source of electricity cannot be connected to the vehicle while the vehicle is in motion, and the term "electric vehicle charging station" shall mean the equipment needed to convey electric power from the electric grid or another power source to an on board motor vehicle energy storage system.
(2) 
Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers:
(a) 
In front of a public or private driveway;
(b) 
With in 20 feet of a cross walk at an intersection, unless a different distance is indicated by official signs, markings or parking meters;
(c) 
Within 30 feet upon the approach to any flashing signal, stop or yield sign or traffic-control signal located at the side of the roadway, unless a different distance is indicated by official signs, markings or parking meters;
(d) 
Within 20 feet of the driveway entrance to any fire station and, when on the side of the street opposite to the entrance of any fire station, within 75 feet of said entrance, when properly signposted, unless a different distance is indicated by official signs, markings or parking meters.
(e) 
Alongside or obstructing a curb area which has been cut down, lowered or constructed so as to provide accessibility to the sidewalk.
(3) 
Park a vehicle, whether occupied or not, except temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers, within 50 feet of the nearest rail of a railroad crossing, unless a different distance is indicated by official signs, markings or parking meters.
B. 
No person shall stop, stand or park a vehicle within 15 feet of a fire hydrant except when such vehicle is attended by a licensed operator or chauffeur who is seated in the front seat and who can immediately move such vehicle in case of emergency, unless a different distance is indicated by official signs, markings or parking meters.
C. 
Except when necessary to avoid conflict with other traffic, or when in compliance with law or the directions of a police officer or official traffic control device, no person shall stop, stand or park a vehicle in any place which has been designated and properly identified as a fire lane wherever a curb is marked yellow or a yellow line is placed at the edge of a roadway or shoulder and where official traffic control devices prohibit stopping, standing or parking or in an area designated for a fire hydrant, standpipe or sprinkler connection.
D. 
Except where angle parking is authorized:
(1) 
Every vehicle stopped, standing, or parked wholly upon a two-way roadway shall be so stopped, standing, or parked with the right-hand wheels of such vehicle parallel to and within 12 inches of the right-hand curb or edge of the roadway.
(2) 
Every vehicle stopped, standing, or parked wholly upon a one-way roadway shall be so stopped, standing, or parked parallel to the curb or edge of the roadway, in the direction of authorized traffic movement, with its right-hand wheels within 12 inches of the right-hand curb or edge of the roadway, or its left-hand wheels within 12 inches of the left-hand curb or edge of the roadway.
(3) 
Every vehicle stopped, standing, or parked partly upon a roadway shall be so stopped, standing, or parked parallel to the curb or edge of the roadway. On a one-way roadway such vehicle shall be facing in the direction of authorized traffic movement; on a two-way roadway such vehicle shall be facing in the direction of authorized traffic movement on that portion of the roadway on which the vehicle rests.
E. 
No person shall park or leave unattended a vehicle on private property without the consent of the owner or other person in control or possession of the property except in the case of emergency or disablement of the vehicle, in which case the operator shall arrange for the removal of the vehicle as soon as possible. The owner or other person in charge or possession of any property on which a vehicle is parked or left unattended in violation of this section may remove or have removed the vehicle at the reasonable expense of the owner of the vehicle.

A. 
Restrictions.
(1) 
No parking will be allowed on any roads, streets or Town parking lots within the Town between the hours of 1:00 a.m. and 6:00 a.m. between November 1 of any year and May 1 of the following year.
(2) 
The Police Department will be charged with enforcing this section, which enforcement will involve tagging offending vehicles and, in the case of emergency, towing offending vehicles away, subject to the provisions of Subsection B.
B. 
Exceptions.
(1) 
Registration. Owners of vehicles who reside in C-1 Zones who do not have private parking facilities available to them and who must park their vehicles in designated municipal parking spaces may register with the Police Department on a form to be prepared by the Police Department, which form shall contain sufficient information to enable the Police Department to contact such persons for the moving of their vehicles when snow removal necessitates such vehicle moving.
(2) 
Shared information. Duplicate copies of the parking registration form shall be shared with the Highway Department, and certain personnel of that department will be designated and authorized to also make contact with vehicle owners when necessary.
(3) 
Identification. Each registrant will be provided with a distinctive window sticker which shall be affixed to the rear left passenger window of his or her vehicle, and vehicles so tabbed and identified shall be exempt from the provisions of Subsection A(1) for so long as their owners maintain a record of cooperation with police and street personnel when asked to relocate their vehicles in an emergency, which record of cooperation shall be noted on their registration form. Repeated lack of cooperation shall result in revocation of the parking exemption herein created.
(4) 
Discretion. In the case of violations by nonregistered vehicles, if no immediate snow emergency exists when such vehicles are found, the first tagging of such a vehicle is to be a warning, rather than a citation, said warning to have a reproduction of Subsection A and this subsection printed thereon, with a record maintained by a vehicle plate number to enable repeat offenders to be cited. Enforcement of these subsections should be guided by the purposes for which it was enacted, namely to enable snow removal.
(5) 
Exempt vehicles and owner's extended absences. It shall be the responsibility of the owner of an exempt vehicle, when he or she expects to be away from the Town without his or her vehicle for any extended period of time (defined as an absence that embraces two or more consecutive days), to so advise the Police Department and, if requested to do so, to park his or her vehicle in a specific spot to be designated by the Highway Superintendent.
(6) 
Sackett Business District.
(a) 
Findings and purpose. A determination has been made that, in order to provide for snow removal in the Sackett Business District, it is necessary to require vehicles with a valid reason for parking overnight to be registered with the Town Police Department. This will enable vehicle owners to be contacted when the need arises for the purpose of snow removal.
(b) 
In compliance with this Subsection B, the off-street parking areas to the east and west of the intersection at Bridge Street and Bayard Street, commonly known as the “Sackett Business District,” are designated as the applicable off-street parking areas.
Parking between the hours of 1:00 a.m. and 6:00 a.m., from November 1 of any year and May 1 of the following year, shall be prohibited in municipal parking lots unless vehicles are registered with the Town Police Department pursuant to § 280-22.
No parking of vehicles shall take place between the sidewalk and curb, or within the street right-of-way if no sidewalk or curbs exist, for the purpose of accommodating residents of residential dwellings, except for circumstances such as yard sales, garage sales, receptions or like events, the duration of which shall be less than one day.
A. 
No person shall stop, stand or park a vehicle or permit a vehicle owned by him or her to be stopped, standing, or parked in any area designated as a place for handicapped parking unless the vehicle bears a permit issued under Vehicle and Traffic Law § 1203-a, or is registered in accordance with Vehicle and Traffic Law § 404-a, and such vehicle is used for the transportation of a severely disabled or handicapped person. Handicapped parking spaces are established and provided as follows:

Designation of additional handicapped parking spaces and placement of signs shall be at the discretion of the Chief of Police for all on-street and municipal parking locations.
A. 
The parking of motor vehicles weighing over two tons, whether a single motor vehicle or a motor vehicle with a trailer attached thereto, is hereby prohibited in the locations described below:
