A. 
The purpose of the Main Street Advisory Board is to strengthen the economic potential of Taneytown's walkable central business district which is geographically defined in accordance with the determination of the Maryland Department of Housing and Community Development, and to promote the purposes of the Maryland Main Street Program.
B. 
The Board members shall be tasked with expressing the view of the Main Street stakeholders, offer guidance to the Main Street Manager, and provide guidance and advice to the Mayor and City Council regarding Main Street.
A. 
There shall be created a Main Street Advisory Board to advise the Mayor and Council in matters related to the designated Main Street Area and Main Street Maryland Program. The Main Street Advisory Board shall consist of seven members appointed by the Mayor with the consent of the Council. The Mayor and Council shall appoint the Chairman from among the seven members. All nominations shall be subject to approval by a majority vote of the Council. The term of appointment for membership on the Main Street Advisory Board shall be for a period of four-year staggered terms of office. No member shall serve more than two consecutive terms on the Board. Board members do not need to be residents of the City.
(1) 
Three members shall be appointed in June of the year following the election of the President of the United States.
(2) 
Four members shall be appointed in June of the year preceding the election of the President of the United States.
(3) 
Prior to making initial appointments to the Main Street Advisory Board, the Mayor of the City of Taneytown shall designate four appointees to terms expiring in 2024 and three appointees to terms expiring in 2026.
B. 
The Main Street Advisory Board shall consist of a majority of Board members that live, work, or own property in the Main Street area. There shall be one Board member that:
(1) 
Owns residential rental property in the Main Street area;
(2) 
Owns commercial property in the Main Street area;
(3) 
Resides in the Main Street area;
(4) 
Owns or is the designated representative of a business in the Main Street area.
A. 
Resignation. Any member of the Main Street Advisory Board may resign at any time by providing written notice to the Chairperson of the Main Street Advisory Board and the Mayor and Council. Such resignation shall be effective on the date specified in such written notice.
B. 
Removal. Any member of the Main Street Advisory Board may be removed, with or without cause, by a majority vote of the Council.
C. 
Vacancies. Vacancies on the Main Street Advisory Board shall be filled by the Mayor with the consent of the Council. Such member shall serve for the remainder of the unexpired term.
Reasonable expenses of members of the Main Street Advisory Board related to Main Street Advisory Board matters may be submitted to the City Council for approval for reimbursement by the City.
A. 
Rules of operation and procedure shall be recommended by the Main Street Advisory Board and thereafter adopted and modified by resolution of the Mayor and City Council. Such rules shall provide for at least the following:
(1) 
That a quorum to conduct business shall be at least four Board members.
(2) 
The Board shall operate under Robert's Rules of Order unless specific parliamentary rules are adopted.
(3) 
Reports formats and periods, not less than quarterly, to the Mayor and City Council of the activities of the Board.
(4) 
The creation and operation of subcommittees.
(5) 
The role of the Main Street Manager ensuring that it is clear that the Main Street Manager reports and is responsible to the City Manager of the City of Taneytown.
(6) 
A publishing plan and schedule for the Taneytown Record.
B. 
All meetings of the Main Street Advisory Board and any committee thereof shall be subject to the Maryland Open Meetings Act.[1] Further, all documents and information shall be considered in the custody and control of the City of Taneytown and therefore subject to the provisions of the Maryland Public Information Act.[2]

C. 
The Mayor and City Council shall designate as one of the job duties of the Economic Development Director of the City of Taneytown to serve as the Main Street Manager.
