Water meters, encoder registers, and ERTs, which are devices used to transmit meter readings via radio frequency, are an integral part of the city’s water distribution system. Damage to any of these components could prevent the city from obtaining accurate readings. Damage to these components will be the responsibility of the customer, unless evidence limiting the customers’ involvement in the damage is presented.

The following is hereby adopted for laboratory expedite fees:
(1) 
User.
Individuals or entities, including governmental entities, who utilize the laboratory services and who are not employed with the city or who have not contracted with the city to use the laboratory facilities.
(2) 
Expedite fees shall be assessed for users who request the following:
(A) 
Require analyses to be performed on weekends or city recognized holidays;
(B) 
Require reporting of analytical results earlier than the standard turnaround time (TAT) schedule specified in the laboratory’s quality assurance plan; or
(C) 
Require accelerated work activities for analyses that will exceed prescribed sample holding times if performed within the laboratory’s standard TAT.
(3) 
These expedite fees will be assessed at 50, 100 and 150 percent of the base rate set forth in this code and based on the user’s request as set forth on the laboratory’s standard TAT.
(4) 
The city reserves the right to revise the laboratory’s standard TAT schedule depending upon prevailing conditions in the laboratory. Any revisions will be updated in the laboratory’s quality assurance plan.

(a) 
The following is hereby adopted for industrial pretreatment program administrative fees:
(1) 
Fees will be assessed for any:
(A) 
Laboratory analyses;
(B) 
Sampling;
(C) 
Inspections due to noncompliance; or
(D) 
Noncompliance activities performed by the city that:
(i) 
The user has requested that are not a routine part of the city's program;
(ii) 
Are the result of noncompliance identified through program activities; or
(iii) 
The user fails to perform as required by permit, notice, agreement, administrative order or compliance schedule issued by the city.
(2) 
Administrative fees include the following:
(A) 
Laboratory analyses.
(B) 
Charges to the user for all shipping, handling and analysis costs necessary to submit samples to a commercial laboratory for determining compliance with applicable requirements established by this code.
(C) 
Inspections:
(i) 
Permitted users: $225.00.
(ii) 
Nonpermitted users: $105.00.
(D) 
Sampling:
(i) 
Grab sample: $60.00.
(ii) 
Composite sample: $235.00.
(iii) 
Split sampling fee: $85.00.
