The city shall have exclusive control of all city parks within the city limits and shall have the power to control, regulate and/or remove all obstructions, and prevent all encroachments thereupon.

The park and recreational facilities will be available for general use and occupancy during the hours designated by the city. The city does retain the control to amend these operational hours as its seems fit. The normal hours of operation and use will be as follows:
Sunday - Thursday
5:00 a.m. - 11:00 p.m.
Friday - Saturday
5:00 a.m. - 12:00 a.m.

(a) 
It shall be unlawful to drive, stand, park, or to permit the driving of any motor vehicle on any picnic area, walkway, or ball field within the park.
(b) 
All vehicles will remain parked or driven only on clearly established and maintained roadways, driveways, and parking lots. However, any motor vehicle actually engaged in the maintenance or service of or to such park areas or any facility therein may deviate from said roadway, driveway, or parking lot for as long as needed to perform said maintenance or service.
(c) 
This section shall not apply to any vehicle actually engaged in any emergency service involved in the saving or preservation of human life or property within the confines of the park.

The designated speed limit for the operation of any motor vehicle within the confines of the park shall be set at ten (10) miles per hour at all times.

No person shall start any type of fire within the confines of the park except in the designated picnic areas and then only in the designated barbecue grills. There shall at no time be any excavation of the grounds within the park for fires of any type and for any purpose.

No gambling or wagering of any type shall be permitted within the park or at any designated event held at the park by any person, group, or civic organization.

At no time will any person, group, or civic organization be permitted to possess or consume any type of alcoholic beverage within the confines of the park.

The sale of concessions in conjunction with any event scheduled at the park and/or recreational facility is prohibited unless otherwise approved in advance by the city.

Any person violating any provisions of this article shall be deemed guilty of a misdemeanor and, upon conviction in the municipal court of the city, shall be fined in accordance with the general penalty provision found in section 1.01.009 of this code.
