A person commits an offense if he operates a vehicle on any street within the city at a speed greater than thirty (30) miles per hour or on any public alley at a speed greater than fifteen (15) miles per hour, except as hereinafter provided in this chapter. Any speed in excess of thirty (30) miles per hour on a public street or fifteen (15) miles per hour in a public alley, unless otherwise provided by this chapter, shall be prima facie evidence that the speed is not reasonable or prudent and is unlawful.

(a) 
Bear Creek Road.
(1) 
A school zone is hereby established on Bear Creek Road from a point 500 feet west of Heritage Boulevard, east to a point 786 feet east of Heritage Boulevard.
(2) 
A speed limit of twenty (20) mph shall be in effect in such school zone Monday through Friday every week of the school semesters of the school districts serving the city, when specially marked signs are flashing yellow lights. The school zone shall be marked by means of special signs stating “SCHOOL - 20 MPH WHEN FLASHING.” The chief of police is hereby authorized to coordinate the time of activation of such signs with the appropriate school authorities.
(3) 
The placement of a traffic-control device by the city shall be prima facie evidence that the device is installed and maintained pursuant to the authority granted herein, in accordance with state law, in proper position and in full force and effect.
(b) 
FM 664 (Ovilla Road).
(1) 
A school zone is hereby established on FM 664 (Ovilla Road) from a point beginning at milepost 11.676 marking the western boundary of the school zone to milepost 11.546 marking the eastern boundary of the school zone being a total of 686.4 feet.
(2) 
A speed limit of thirty-five (35) mph shall be in effect in said school zone Monday through Friday every week of the school semester of the school district serving the city, when specially marked signs are flashing yellow lights. The school zone shall be marked by means of special signs stating “SCHOOL - 35 MPH WHEN FLASHING.” The Chief of Police is hereby authorized to coordinate the time of activation of such signs with the appropriate school authorities.
(3) 
The school zone shall be in effect from 7:10 a.m. until 8:10 a.m. and from 2:40 p.m. to 3:30 p.m. Monday through Friday every week of the school semester.
(4) 
The placement of a traffic-control device by the city or TXDOT shall be prima facie evidence that the device is installed and maintained pursuant to the authority granted herein, in accordance with state law, in proper position and in full force and effect.
(c) 
Majestic Meadows Drive.
(1) 
A school zone is hereby established on Majestic Meadows Drive from a point 100 feet north of West Bear Creek Road, north to a point 200 feet north of Wynnewood Drive.
(2) 
A speed limit of twenty (20) mph shall be in effect in said school zone Monday through Friday every week of the school semester of the school district serving the city, when specially marked signs are flashing yellow lights. The school zone shall be marked by means of special signs stating “SCHOOL - 20 MPH WHEN FLASHING.” The chief of police is hereby authorized to coordinate the time of activation of such signs with the appropriate school authorities.

A school zone is hereby established on Wynnewood Drive from a point 200 feet west of Majestic Meadows Drive, east to a point 1085 feet east of Majestic Meadows Drive.
(2) 
A speed limit of twenty (20) mph shall be in effect in said school zone Monday through Friday every week of the school semester of the school district serving the city, when specially marked signs are flashing yellow lights. The school zone shall be marked by means of special signs stating “SCHOOL - 20 MPH WHEN FLASHING.” The chief of police is hereby authorized to coordinate the time of activation of such signs with the appropriate school authorities.
(e) 
South Westmoreland Road.
(1) 
A school zone is hereby established on South Westmoreland Road from a point 200 feet north of Wynnewood Drive north to a point 200 feet south of Wynnewood Drive.
(2) 
A speed limit of thirty (30) mph shall be in effect in said school zone Monday through Friday every week of the school semester of the school district serving the city, when specially marked signs are flashing yellow lights. The school zone shall be marked by means of special signs stating “SCHOOL - 30 MPH WHEN FLASHING.” The chief of police is hereby authorized to coordinate the time of activation of such signs with the appropriate school authorities.

The placement of a traffic-control device by the city or TXDOT shall be prima facie evidence that the device is installed and maintained pursuant to the authority granted herein, in accordance with state law, in proper position and in full force and effect.

Upon the basis of an engineering and traffic investigation heretofore made as authorized by the provisions of section 169(b) of article 6701d, Vernon’s Texas Civil Statutes, the following prima facie speed limits hereafter indicated for vehicles are hereby determined and declared to be reasonable and safe; and such speed limits are hereby fixed at the rate of speed indicated for vehicles traveling upon the named streets and highways, or parts thereof, described as follows:
(1) 
No motor vehicle shall be operated along and upon F.M. Highway No. 664 within the corporate limits of the city in excess of the speeds set forth in the following limits: beginning at said point (Station 576+10) being the west city limits thence continuing along F.M. 664 in an easterly direction for a distance of 1.129 miles, approximately, said point (Station 635+71) being the east city limits, a maximum speed of 50 miles per hour.
(2) 
That from and after the date of the passage of this speed zone section, no motor vehicle shall be operated along and upon Interstate Highway No. 35 Southbound (west) Frontage Road within the corporate limits of the city in excess of speeds now set forth in the following limits:
(A) 
Beginning at said point (north of Bear Creek Road at the City of DeSoto/City of Glenn Heights city limits line), approximately 0.50 miles south of Parkerville Road, continuing along the southbound (west) IH-35 Frontage Road south until approximately 0.10 miles south of Bear Creek Road, or a total distance of approximately 0.60 miles, a maximum speed of 45 miles per hour.
(B) 
Beginning at said point, approximately 0.10 miles south of Bear Creek Road, continuing along the southbound (west) IH-35 Frontage Road south until the Dallas County/Ellis County Line, or a total distance of approximately 0.80 miles, a maximum speed of 50 miles per hour.
(3) 
No motor vehicle shall be operated along and upon Ovilla Road, Highway FM 664, within the corporate limits of the city in excess of the speeds now set forth in the following limits: beginning at the east boundary line at S. Uhl Road, west to the west boundary line at S. Hampton Road, 55 mph.

The chief of police or his duly authorized representative is hereby directed to erect appropriate signs giving notice to motorists that the aforesaid streets have been zoned by the city for the aforesaid maximum lawful prima facie speed limit as provided above, said signs to be posted at each end of the aforesaid speed zones so as to be visible to motorists entering such speed zones from either direction.
