Except when necessary in obedience to traffic regulations or
traffic signs or signals, the driver of any vehicle shall not stop,
stand, or park such vehicle in a roadway other than parallel with
the edge of the roadway, headed in the direction of traffic, and with
the curbside wheels of the vehicle within eighteen inches (18") of
the edge of the roadway, except where the streets have been marked
for angle or head-in parking to permit head-in parking.

No person shall move a vehicle not owned by such person into
a prohibited area or away from a curb such distance as is unlawful.

No person shall stand or park a vehicle, except when necessary
to avoid conflict with other traffic and in compliance with the directions
of a police officer or traffic-control device, in any of the following
places:
(2) In front of a public or private driveway;
(4) Within fifteen feet (15') of a fire hydrant;
(6) Within twenty feet (20') of a crosswalk at an intersection;
(7) Within thirty feet (30') of any flashing beacon, yield sign, stop
sign, or traffic-control signal located at the side of a roadway;
(8) On a railroad track or within fifty feet (50') of the nearest rail
of a railroad crossing;
(9) Within twenty feet (20') of a driveway entrance to any fire station
and within seventy-five feet (75') of the entrance when properly signposted;
(10) Alongside of or opposite any street excavation or obstruction when
such stopping, standing, or parking would obstruct traffic;
(11) On the roadway side of any vehicle stopped or parked at the edge
of a curb of a street;
(12) On any bridge, or other elevated structure upon a highway, or within
a highway tunnel;
(13) Within one foot (1') of a United States mailbox equipped for depositing
mail by a passerby;
(14) Upon any street or at a place thereon at any time when signs are
painted or erected showing a loading zone, except a vehicle bearing
a commercial license plate and in such case, only for the time and
purpose of loading or unloading as herein provided;
(15) At any place where official traffic-control devices prohibit standing
or parking;
(16) At any space properly marked and signed and reserved for vehicles
transporting persons with disabilities, vehicles displaying the international
symbol of access or vehicles of disabled veterans of the United States
armed forces, it shall be unlawful for any vehicle to be parked in
such space unless such vehicle is being operated by or for the transportation
of a person with a disability and it displays either special license
plates issued under section 504.201, Texas Transportation Code or
a placard placed on the rearview mirror of the vehicle’s front
windshield. The city manager or designee is hereby authorized to direct
property owners to erect signs indicating no parking except for disabled
individuals. The city manager is further authorized to coordinate
with the owners of private property to provide for designations of
reserved parking spaces for disabled persons on parking lots made
available to the public for the purpose of shopping or other public
or semipublic uses;

(a) In addition to the provisions set out in section
12.10.002, Violation, no person shall place, park, or leave standing in any public street, public driveway, public right-of-way, public sidewalk or any other public place any vehicle unattended for a longer period of time than twenty-four (24) hours.
(b) No special motor vehicles, heavy load vehicles or recreational vehicles
shall be left unattended or parked for more than twenty-four (24)
hours within any parking lot, parking space(s), drive aisle, vacant
or unused property, or pervious/unpaved surface area (except an appropriately
zoned and approved and paved parking lot for such vehicles).

No person shall stand or park a vehicle and no owner shall permit
any vehicle belonging to him to stand or park upon any roadway for
the purpose of:
(2) Washing, greasing, repairing, changing oil, transmission fluid, gear
lube, antifreeze or coolant, or other such fluids that may spill or
overflow onto a public street, alley or right-of-way or other public
property, or repairing such vehicle, except repairs necessitated by
an emergency.

(a) Generally.
It shall be the duty of the city manager,
or other person designated by him, to erect appropriate signs or mark
curbs giving notice of the no parking and restricted parking regulations
described in this article, and no such regulations shall be effective
unless signs are marked or in place at the time of such alleged offense.
(b) School zones.
The city manager, or his designee, is
hereby authorized to erect signs indicating no parking upon that side
of any street adjacent to any school property when such parking would,
in their opinion, interfere with traffic or create a hazardous situation.
(c) Designating angle parking.
The city manager, or his
designee, shall determine upon what streets angle parking shall be
permitted and shall mark or sign such streets.
(d) Narrow streets.
The city manager, or his designee, is
authorized to have signs erected indicating no parking upon any street
when the width of the roadway does not exceed twenty feet (20') or
upon one (1) side of a street as indicated by such signs when the
width of the roadway does not exceed thirty feet (30').
(e) Hazardous locations.
The city manager, or his designee,
is authorized to determine and designate by proper signs distances
not exceeding one hundred feet (100') at places where the stopping
or parking of vehicles would cause unusual delay in traffic.
(f) Passenger and freight loading zones.
The city manager,
or his designee is authorized to determine the location of passenger
zones and freight loading zones and shall have erected and maintained
appropriate signs indicating the same.
(g) No parking on closed streets during repair.
In any case
where any street in the city is being torn up, repaired, or paved
or where any work is being done upon the same, making necessary the
regulation of traffic thereon, the chief of police is authorized to
prevent parking either altogether or to any extent deemed wise by
him for any certain period of time that may be necessary or to close
the street to traffic altogether for such period of time.
