The office of town marshal is hereby abolished. There is hereby established the police department of the city. The police department (“GHPD”), which has been previously established, is hereby ratified and reestablished as the police department within the city.

The chief of police, or other person designated by the city manager, shall have the authority to recommend the employment and discharge of personnel of the GHPD to the city manager. It shall be the responsibility and duty of the chief of police, or other person designated by the city manager, to establish department policies, and he shall have full authority to discipline and direct all members of the GHPD.

The chief of police, and the GHPD and its personnel, shall have all such powers, duties, immunities and authority as are provided by the applicable statutes of this state and of the United States, and as may be provided and established by ordinance of the city council.

As provided by section 5.08 of the charter, the city manager has the right to appoint and remove the fire chief and/or the police chief, and/or to combine the management and oversight duties of the fire department and police department into one position, which position may be created and staffed by the city manager.
