Any person, firm or corporation who violates, disobeys, omits, neglects, refuses or fails to comply with or who resists the enforcement of any provision of this article shall be fined in accordance with the general penalty provision found in section
1.01.009 of this code. Each day that a violation is permitted to exist shall constitute a separate offense.

It is unlawful for any person, partnership, firm or corporation
to conduct any carnival rides or to sell any new or used goods, wares,
merchandise or farm produce outside of a permanent building or structure
within the city limits without having first obtained an outdoor sales
permit for such sales site.

The following requirements shall apply to the issuance of outdoor
sales permits for outdoor sales or carnivals:
(1) No
structure, sales tables or sales items shall be located within any
street right-of-way nor shall they obstruct traffic visibility;
(2) Any
electrical connections must comply with the city electrical code;
(3) If
a temporary power pole is required, an electrical permit must be obtained
and power will not be released until all of the requirements of this
article have been completed.

Outdoor sales permits issued under this article shall be valid
for a period of two months and shall not be granted in any two consecutive
two-month periods.
