(a) 
Created.
There is hereby created in and for the City of Hillsboro a municipal airport board, which shall be called "The Municipal Airport Board."
(b) 
Composition and Appointment of Members.
The Hillsboro Municipal Airport Board shall consist of seven (7) voting members and three (3) nonvoting advisory members, all of whom shall be appointed by the city council. The city manager shall serve as an ex-officio member of the board. All members of the board shall be residents of Hill County, Texas.
(c) 
Terms of Office.
The terms of office of the members of the municipal airport board shall be three (3) years, beginning November 1, 1989; provided that at the organizational meeting of the board, the seven (7) voting members of the board shall draw by lot to determine who shall occupy places on the board to be designated as Places 1, 2, 3, 4, 5, 6, and 7, respectively. The terms, of places 1, 2 and 3, shall expire on November 1, 1992; the terms of places 4, 5 and 6, shall expire on November 1, 1991; and the term of place seven (7) shall expire on November 1, 1990. In like manner, at the organizational meeting of the municipal airport board, the three (3) nonvoting advisory members shall draw by lot to determine who shall occupy places on the board to be designated as Places 8, 9 and 10, respectively. The term of Place 8 shall expire on November 1, 1992; the term of Place 9 shall expire on November 1, 1991; and the term of Place 10 shall expire on November 1, 1990. The organizational meeting of the board shall be held on November 1, 1989, or as soon thereafter as is practical. Thereafter, appointments of board members, both voting and advisory, shall be for full terms of three (3) years, and they shall serve thereafter until their successors have been appointed by the city council. Each member shall be eligible for reappointment. In case a vacancy occurs on the board, whether by death, resignation or otherwise, and whether it be in a place held by one of the initial members or by a successor, such vacancy shall be filled with an appointment for the unexpired term by the city council.
(d) 
Officers.
The municipal airport board shall elect its officers, which shall consist of a chairman and a vice-chairman. The city manager shall serve as secretary to the board.
(e) 
Meetings.
The Hillsboro Municipal Airport Board shall have a minimum of four (4) regular meetings each year, on the second Tuesday in January, April, July and October. Notice of said meetings shall be given in accordance with Article 6252-17, V.A.T.S. the Texas Open Meetings Act, as amended. Additional meetings may be called by the chairman or upon written request of three (3) voting members of the board. Four (4) voting members of the board shall constitute a quorum, and any action taken at a meeting shall require the affirmative vote of the majority of the voting members present.
(f) 
Compensation.
All members of the municipal airport board shall serve without compensation, but may be reimbursed for all expenses reasonably incurred by them in the performance of their duties as member of such board, when authorized by the city council.
(g) 
General Duties.
It shall be the duty of the Hillsboro Municipal Airport Board to:
(1) 
Develop recommendations for airport development and improvements;
(2) 
Develop recommendations for the financing and implementation of specific improvements for general aviation facilities at the Hillsboro Municipal Airport;
(3) 
Cooperate with all individuals, groups or agencies to encourage and facilitate the use of general aviation facilities at the Hillsboro Municipal Airport;
(4) 
Investigate and make recommendations with regard to the city's participation in programs sponsored by the state or federal government for the improvement of general aviation facilities;
(5) 
To investigate and report to the city council any need for maintenance or repair of the airport facility;
(6) 
Submit any reports as may be requested from time to time by the city council; and
(7) 
Submit recommendations on any rules, regulations or ordinances pertaining to the control of the facilities at the Hillsboro Municipal Airport.
All recommendations made by the Hillsboro Municipal Airport Board shall be submitted to the city council through the city manager acting as secretary to the board.

(a) 
Subject to like provisions being made by the Commissioners Court of Hill County, Texas by proper ordinance and order, duly promulgated and entered on their minutes, and as authorized by the provisions of the Airport Zoning Act, Texas Local Government Code Ann., §§ 241.001 et seq. (Vernon 1988), there is hereby created a joint airport zoning board to be known as the Hillsboro-Hill County Joint Airport Zoning Board, which board shall have the powers and exercise the duties set forth in Texas Local Government Code Annotation, §§ 241.002, 241.011, 241.012 and 241.014 (Vernon 1988).
(b) 
The Hillsboro-Hill County Joint Airport Zoning Board shall be composed of five (5) members, two (2) members to be appointed by the city council of the City of Hillsboro, Texas and two (2) members to be appointed by the Commissioners Court of Hill County, Texas. The fifth member shall be elected by a majority of the members so appointed and said fifth member shall serve as chairman of the said Hillsboro-Hill County Joint Airport Zoning Board.
