In this article, the terms listed below shall be defined as
follows:
Pawnbroker.
A person engaged in the business of:
(1)
Lending money on the security of pledged goods; or
(2)
Purchasing goods on condition that the goods may be redeemed
or repurchased by the seller for a fixed price within a fixed period.
Pawnshop.
A location at which or premises in which a pawnbroker regularly
conducts business.

Any and all pawn shops and pawnbrokers doing business within
the city shall, beginning on the effective date of this ordinance,
register with LEADSONLINE at
www.leadsonline.com, and shall upload on at least a daily
basis, all information relating to personal property purchased, received,
or otherwise acquired by such pawn shop or pawnbroker to the database
maintained by LEADSONLINE.

Any person who violates a provision of this article shall be
guilty of a misdemeanor, and upon conviction therefore shall be fined
an amount not less than one dollar ($1.00) nor more than five hundred
dollars ($500.00) for each offense. A separate offense shall be deemed
committed upon each day during or on which a violation occurs or continues.
