For the purpose of this division, the following definitions shall apply unless the context clearly indicates or requires a different meaning:
Hard surface.
A weatherproof surface that will not soften when exposed to water and is of sufficient strength and thickness not to crack or deteriorate under normal wheel loads.
Mobile home park.
Any tract of land of 45,000 square feet or more where accommodation is provided for nontransient mobile home use, whether or not a charge is made for the use. It shall include any building, structure or enclosure used or intended for use in the mobile home park.
Nontransient use.
Usage for a period of time of not less than one month by the patrons of the park.
Space width.
The horizontal distance between the side lot lines, measured at right angles to the side lot lines at a point midway between the front and rear of the lot. When different results are obtained by measuring from different side lot lines the shortest distance shall be considered the space width.
Trailer space.
A plot of land within a mobile home park designated for accommodation of a single mobile home.

The parking or storage of a mobile home, vacation travel trailer or camping trailer shall be permitted in any location, provided that it not be used for dwelling purposes. Such shall not be permitted to be parked on the street, parkway or alleyway.

A site plan shall be filed with the city secretary prior to the approval of any site as a mobile home park and shall show the following:
(1) 
The area and dimensions of the tract of land, with identification of location and boundaries;
(2) 
The number, location and size of all mobile home spaces;
(3) 
The location, width and specifications of driveways, roadways and walkways;
(4) 
The location and specifications of water and sewer lines and riser pipes;
(5) 
The location and details of lighting, electrical and gas systems;
(6) 
The location and specifications of all buildings constructed or to be constructed within the park;
(7) 
Existing and proposed topography of the mobile home park;
(8) 
The location of fire mains, including the size, the hydrants and any other equipment which may be provided; and
(9) 
Other information as municipal reviewing officials may reasonably require.

(a) 
All new construction permitted hereby shall comply with the requirements and standards set out in all relevant city ordinances, including but not limited to subdivision regulations, building code, plumbing code, electrical code and sidewalk ordinances.
(b) 
Mobile home parks in existence upon the effective date of this article shall comply with this article when updating their existing facilities.
(c) 
Updating shall mean major remodeling or replacement of existing facilities, but shall not include normal maintenance.

(a) 
An annual license is required for each mobile home.
(b) 
The annual fee for each mobile home park shall be $25 for the first 20 mobile home trailer stands and $1 for each additional stand. This annual license can be issued when the owner shows written evidence that the mobile home park and its facilities have been inspected and approved by the city-county health department and the city fire department not more than 30 days prior to being obtained at the city secretary’s office. The city secretary shall send out notices 30 days before expiration date to insure this annual license is obtained.
(c) 
The license certificate shall be conspicuously posted in the office located on the premises of the mobile home.
(d) 
The license to maintain and operate a mobile home park shall be revoked by the city secretary upon ten days’ notice when recommended by the city-county health department, building inspector or fire department on the finding of a violation of any provision of this article. A new license may be issued if the circumstances leading to revocation have been remedied and new license fee paid.

(a) 
It shall be the duty of the licensee to keep a register containing a record of all mobile home owners and occupants located within the park for a period of seven years and readily available for inspection by law enforcement officers, public health officials and other officials whose duties necessitate acquisition of the information contained in the register.
(b) 
The register shall contain the following information:
(1) 
The name and address of each occupant;
(2) 
The make, model and year, license number and state of registration of all automobiles and mobile homes; and
(3) 
The date of arrival and departure of each mobile home.

All mobile home parks constructed in whole or in part after the effective date of this article shall conform to the following requirements:
(1) 
There shall be no more than seven mobile homes per acre in any mobile home park.
(2) 
Initial development of any mobile home park shall not be less than 45,000 square feet fully improved with serviced spaces. All site plans shall define the initial development area.
(3) 
Mobile home minimum setback and spacing requirements:
(A) 
Between structures: 15 feet from permanent structures.
(B) 
End-to-end parking: Ten feet (excluding individual storage structures, patio, roofs and carports and gutter except where three feet gutter-walks or drives are situated. No cul-de-sac shall be over 250 feet from center of the turnaround to the nearest curbline of the street it abuts. At the end of each cul-de-sac a six feet wide open, unobstructed firefighting easement shall be provided. This easement shall not be more than 200 feet in length and shall abut and open onto a private or public street other than a cul-de-sac. Gates may be installed in the opening, provided breakaway locks are used.
(4) 
(A) 
All mobile home parks shall have a double drive entrance separated by a 30-foot median and a secondary access street at least 300 feet from this double entrance. The streets shall have standard curb and gutter and shall not be less than 20 feet in width.
(B) 
Secondary access street can be chained for control as long as a breakaway lock is used. Entrances and exits must comply with provisions of the city.
(5) 
A driveway or accessway shall be reserved from the street to the mobile home stand.
(6) 
(A) 
Two off-street paved parking spaces shall be provided for each mobile home space and two additional guest paved parking spaces shall be provided in a common area for each three mobile homes in the park.
(B) 
The parking spaces shall not be over 300 feet from the mobile homes they serve.
(7) 
Exposed ground surfaces in all parts of every mobile home park shall be paved, covered with stone screening or other solid material, or protected with a vegetative growth that is capable of preventing soil erosion and of eliminating dust.

Each stand shall provide a hard-surface area for the deposit of garbage and trash for collecting by the city. This area shall be accessible to the street or alley and shall be large enough to accommodate no less than two standard garbage cans.

(a) 
Each mobile home shall contain five-pound CO2 fire extinguisher at all times.
(b) 
Fire hydrants shall be installed so that no mobile home space will be over 300 feet from a hydrant setting on an eight-inch water main.
(c) 
There shall not be any storage under the mobile home.
(d) 
Fences around mobile homes shall not be over 34 inches high across the front of the space.
(1) 
From patio, roof or carport of one: three feet;
(2) 
Rear and side park property lines: ten feet;
(3) 
Front park property lines: 25 feet;
(4) 
From interior streets: 15 feet;
(5) 
From cul-de-sac streets: 25 feet; and
(6) 
Space width: 35 feet.
(e) 
Mobile home spaces may have open unenclosed patios, roofs and carports of metal, fiberglass or other incombustible materials, constructed to withstand wind velocities of 70 miles per hour.
(f) 
(1) 
Water supply.
An adequate supply of potable water for domestic and fire protection purposes shall be supplied to meet the requirements of the park. Mobile home spaces shall be provided with a water hookup at least four inches above the ground and hose connection for lawn maintenance.
(2) 
Sewage disposal.
Waste from showers, bathtubs, toilets [and] lavatories in mobile homes, and service for other buildings within the park shall be discharged into a public sewer system in compliance with applicable ordinances. In the event public services are not available, the waste shall be discharged into a private disposal system approved by the city-county health unit.
(3) 
Natural gas.
Mobile home space shall be provided with a natural gas hookup at least four inches above the ground.
(4) 
Electrical services.
Underground service shall be provided throughout mobile home parks and service to individual mobile homes and vacation travel trailers shall meet the requirements as set forth in the ordinances of the city. All electric meters shall be permanently installed in a location accessible from an interior street, alley or all-weather walkway.
(g) 
(1) 
Entrances and exits to mobile home parks shall be lighted with one or more luminaries (or fixtures) totaling 7,700 lumen.
(2) 
The interior area of the mobile home park shall be lighted to a 0.5 candle average maintained. All luminaries shall be mounted 15 feet to 25 feet above the ground level.
(h) 
All interior walks of mobile home parks shall be all-weather and not less than four feet in width. Walks provided adjacent to interior streets shall be three-feet concrete gutter-walks. Walks provided adjacent to public streets shall comply with applicable city ordinances.
(i) 
Interior asphalt street shall be provided to service each mobile home. All spaces abut upon the paved interior street which shall connect with a public street. Interior streets where on-street parking is permitted shall not be less than 35 feet in width. In mobile home parks where no on-street parking is permitted, the interior streets shall not be less than 20 feet in width. All streets shall have standard curb.

A responsible attendant or supervisor, owner or operator shall be in charge at all times to keep the mobile home park, its facilities and equipment in a clean, orderly and sanitary condition and he shall be answerable, with the licensee, for any violation of the provisions of this article.

(a) 
It shall be unlawful to connect to a power source the electrical wiring system of any mobile home, house trailer or similar equipment in the city until the metal frame of the mobile home, house trailer or similar equipment shall have first been connected to a grounding electrode which shall be a metallic underground water piping system, either local or supplying a community, where a piping system is available.
(b) 
Where it is not the grounding electrode shall be of metal and shall consist of a driven pipe, driven rod, buried rod, [or] buried plate approved for the purpose by the city electrical inspector and conforming to the following requirements:
(1) 
Plate electrodes.
Each plate electrode shall present not less than two square feet of surface to exterior soil. Electrodes of iron, or steel plates shall be at least 1/4 inch in thickness. Electrodes of nonferrous metal shall be at least 0.06 inch in thickness.
(2) 
Pipe electrodes.
Pipe electrodes of pipe or conduit shall be not smaller than of the 3/4- inch trade size and, where of iron or steel, shall have the outer surface galvanized or otherwise metal-coated for corrosion protection.
(3) 
Rod electrodes.
Electrodes of rods of steel or iron shall be at least 5/8 inch in diameter. Approved rods of nonferrous materials or their approved equivalent used for electrodes shall be not less than 1/2 inch in diameter.
(4) 
Installation.
Electrodes should, as far as practicable, be imbedded below permanent moisture level. Except where rock bottom is encountered, pipes or rods shall be driven to a depth of at least eight feet regardless of size or number of electrodes used. Pipes or rods when less than standard commercial length shall preferably be of one piece. The pipes or rods shall have clean metal surface and shall not be covered with paint, enamel or other poorly conducting materials. Where rock bottom is encountered at a depth of less than four feet, electrodes shall be buried in a horizontal trench, and where pipes or rods are used as the electrodes, they shall comply with (2) and (3) and shall not be less than eight feet in length. Each electrode shall be separated at least six feet from any other electrode, including those used for signal circuits, radio, lightning rods or any other purpose.
(c) 
No owner, lessee or party in possession or control of any mobile home, house trailer or similar equipment in the city shall cause or permit the electrical wiring system of the mobile home, house trailer or similar equipment to be connected to a power source or to remain connected to a power source, unless the metal frame of the mobile home, house trailer or similar equipment shall have first been connected to a grounding electrode as described above.

The original owner of the park property shall provide the following:
(1) 
All utilities to be extended to the rear lot line of the individual lots;
(2) 
Lots shall be not less than 40 feet by 150 feet;
(3) 
Maximum 35-foot-wide streets shall provide access to the individual lots;
(4) 
Fifteen-foot-wide alleys shall be required; and
(5) 
Streets lighting shall be a part of the original site plan and shall provide minimum lighting consistent with that required in residential subdivisions.
