There is hereby established a Park and Recreation Facilities, Maintenance, Improvement And Acquisition Fund which shall be funded by those sums as designated by the resolution which sets the building permit fees.
The disbursement of those funds shall be by a resolution approved by a majority of the members elected to the City Council, which disbursements and expenditures may be for the acquisition, maintenance and improvement of park and recreation facilities within and without the city limits of the City of Papillion.
Any person who violates any of the prohibitions or provisions of any section of this article shall be deemed guilty of a misdemeanor. Unless otherwise specified in the particular section for which the person stands convicted of violating, the penalty for such violation shall be in an amount not to exceed $1,000 or imprisonment for any length of time not to exceed one year, or both such fine and imprisonment at the discretion of the court.

There is hereby established a Papio Bay Fund and a Papillion Landing and Field House Fund, which shall be funded by user fees and other City support as approved in the City's budget.
A. 
The annual appropriation for the Papio Bay Fund and the Papillion Landing and Field House Fund shall be included within the City's overall annual appropriation adopted by ordinance and may be amended as allowed by state law. Disbursements of funds shall be for acquisition, construction, maintenance, improvement, and operation costs of the Papio Bay and Papillion Landing and Field House facilities within the City of Papillion.
B. 
The disbursement of moneys from the Papio Bay Fund and the Papillion Landing and Field House Fund shall be made pursuant to a claims resolution approved by a majority of the members elected to the City Council.
