There shall be a city planning and zoning commission which shall
consist of not less than five nor more than fifteen citizens of the
city who own real property within the city. The members of said commission
shall be appointed by the council for a term of years, not less than
three, as provided by ordinance and shall organize itself and conduct
its business under the provisions of ordinances.
The city planning and zoning commission shall have the following
powers and duties:
(1) Recommend
to the council a master plan for the physical development of the city
and amendments thereto;
(2) Recommend
to the council approval or disapproval of proposed changes in the
zoning plan;
(3) Exercise
control over platting or subdividing land within the corporate limits
of the city and outside said corporate limits to the extent authorized
by law;
(4) Any other
powers and/or duties which may be prescribed by ordinance.
