(a) 
All forms of drilling and mining are permanently prohibited in any public park located within the city limits.
(b) 
No previously drilled and abandoned well or mine may be reopened in any public park located within the city limits.

The chief of police is hereby authorized to arrest without warrant any person found committing any of the acts punishable by this division.

Any person who shall injure or deface in any manner any tree or vine in the city parks without authority from the city council shall be deemed guilty of a misdemeanor and, upon conviction, be fined.

Any person who shall cut, injure or deface or in any other manner damage the pavilion or any other structure of any character in the city parks, or shall use roller skates on the floor of said pavilion, shall be deemed guilty of a misdemeanor and, upon conviction, be fined.

If any person shall camp or build any fire for any purpose within the city parks without authority from the city council, such person shall be deemed guilty of a misdemeanor and, upon conviction, be fined.

If any person shall pollute or in any manner injure any of the springs in the city parks, or shall commit any disturbance in said parks, such person shall be deemed guilty of a misdemeanor and, upon conviction, be fined.
