The provisions and regulations of the Standard Mechanical Code, 1994 edition, as printed by the Southern Building Code Congress International, Inc., Birmingham, Alabama, and any amendments thereto, are made a part of this article by reference, and one (1) copy shall be on file in the office of the city secretary, and such code shall extend over and govern the installation of all central heating and air conditioning installed, altered, or repaired within or without the city. Wherever there may be a conflict between the mechanical code and the Code of Ordinances, the Code of Ordinances shall prevail.

(a) 
There is hereby created the position of mechanical inspector or inspectors, who shall be employed by the city.
(b) 
The mechanical inspector shall have experience in central heating and air conditioning to the extent that enables him to know when units are properly installed and operating correctly.
(c) 
The mechanical inspector shall not be directly connected in any way with any person, firm, or corporation directly or indirectly engaged in the business of central heating and air conditioning or suppliers.
(d) 
The inspector shall receive, as full compensation of his services, a salary designated by the city.
(e) 
It shall be the duty of the mechanical inspector to enforce all provisions of this article, and such inspector is hereby granted the authority to enter all buildings under the jurisdiction of the city to enforce the provisions of this article.
(f) 
The mechanical inspector shall prepare or cause to be prepared suitable forms for applications, permits, inspection reports and other such materials.
(g) 
It shall be the duty of the mechanical inspector to inspect and test all mechanical work for compliance with this article and its adopted mechanical code, and to enforce changing of such installations that do not meet the requirements. It further shall be his duty to see that all persons installing or altering central heating and air conditioning shall be qualified by state law.

(a) 
Before beginning any work in the city, the person installing or altering same shall apply to the mechanical inspector or other designated official and obtain a permit to do such work. Only those persons legally authorized to do mechanical work may be issued permits. A permit may be issued to a homeowner to install or alter central heating and air conditioning in a single-family residence, providing the homeowner does the work himself and the building is owned and occupied by the owner as his home. All such work shall meet the code requirements.
(b) 
All applications for permits shall be made on suitable forms provided. The application shall be accompanied by a permit fee as set by the city council.

Every person or firm performing mechanical work in the city shall pay to the city the sum set forth in appendix A to this code as an annual registration fee. The period covered is from January 1 to December 31 each year, and no mechanical permit shall be issued unless this fee is paid.
