Any person who shall blast or cause to be blasted any rock,
earth or other material within this city, unless the orifice at the
time of setting off such blast be covered on all sides with good sound
plank of sufficient length, width and thickness so as to prevent fragments
of such material from ascending into the air, shall be deemed guilty
of a misdemeanor and, upon conviction, shall be fined.

Any person having charge of any public or private improvement
in this city who shall leave any hole, ditch, or excavation in or
adjoining any public square, street, alley, sidewalk, or other public
place without guarding, covering or fencing the same so as to prevent
persons and animals from danger of falling therein shall be deemed
guilty of a misdemeanor and, upon conviction, shall be fined.

Any person who shall throw or let fall from a door or window
of any upper story of any house or building in this city any water,
slop, or other liquid, or any article or substance whatever, upon
any sidewalk, street, or public place shall be deemed guilty of a
misdemeanor and, upon conviction, shall be fined.

Any person who shall erect or use, or cause to be erected or
used, any scaffold in this city, for use in the erection of stone,
brick, or other buildings, unless the same be well and safely supported
and of sufficient width and properly secured so as to insure the safety
of persons working thereon or passing under or by the same against
the falling thereof, or of such materials as may be used, placed or
deposited thereon, shall be deemed guilty of a misdemeanor and, upon
conviction, shall be fined.

Any person who shall throw or cast any stone or other missile
upon, at or against any person, or any house, privy, or any other
private or public property, in this city, or shall throw or shoot
any bullet, stone or other missile from any sling, rubber, or other
contrivance of like kind in, from or into any street, alley, lane,
public place, or unenclosed grounds in this city, shall be deemed
guilty of a misdemeanor and, upon conviction, shall be fined.

Any person who shall engage in any sport or exercise in any
public street or highway in this city calculated to scare horses,
injure pedestrians, or embarrass or retard the passage of vehicles
shall be deemed guilty of a misdemeanor and, upon conviction, shall
be fined.

Any person who shall fire or discharge any cannon, gun, pistol,
or firearm of any description in this city, except target guns in
a shooting gallery, except in case of urgent necessity, or shall fire,
explode, or set off any squib, cracker, or other thing containing
powder or other combustible or explosive material in this city, shall
be deemed guilty of a misdemeanor and, upon conviction, shall be fined.

Sections
8.05.006 and
8.05.007 shall not apply to public or other occasions if permission has been first obtained from the city council or written permission from the mayor; provided that such permission shall limit the time of such firing or using for such sport or exercise, and shall be subject to be revoked by the mayor or city council at any time after it has been granted.
