(a) 
The city council is authorized on the basis of an engineering and traffic investigation, to prohibit or limit stopping, standing or parking of vehicles at all times or during specified hours.
(b) 
No prohibition, regulation or limitation relating to stopping, standing or parking imposed under this section or any other applicable law or ordinance of the city shall be effective unless official traffic control devices are erected and in place at the time of an alleged offense and it shall be the duty of the city manager or his assigns to erect and maintain such devices.

The city manager or his assigns are authorized to erect and maintain stop signs, yield signs or other official traffic control devices to designate through streets or to designate intersections or other roadway junction.

No driver shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle he is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic control signal indication to proceed.

(a) 
The chief of police is authorized to designate certain parking spaces in the city as spaces to be used only by persons who are disabled or handicapped.
(b) 
Each space so designated will be plainly marked “HANDICAPPED PARKING ONLY.”

(a) 
It shall be a violation of this article to park a vehicle on the streets or squares of the city for 48 or more consecutive hours. By the term “vehicle,” is meant any car, truck, motorcycle, trailer, cart, wagon, travel trailer, bus, buckboard or other conveyances whether similar or dissimilar to the previously named items.
(b) 
Presumptions.
(1) 
The police department of the city shall mark vehicles in such a manner as to assure that such vehicles have in fact been in violation of this article for 48 consecutive hours and such marking shall be presumed correct.
(2) 
The license plate or motor vehicle identification number listed with the state shall be presumptively correct as to the ownership of the vehicle.
(3) 
Before the police department is authorized to act upon a violation of this section, a written complaint must be filed with the city secretary stating the place of violation, the type of vehicle alleged in violation, and the name of the complaining party.
