The following terms as used in this article shall have the respective meanings ascribed to them:
Fire equipment.
The fire trucks, vehicles and cars used by the fire department for carriage of fire hose, hooks, ladders and personnel of the fire department.
Fire lane zone.
The section of a street in the city from its centerline to its curbline in which curb is stationed fire lane zone standards and is the section of same between the stationed fire lane zone standards and centerline of the street.
Fire lane zone standard.
A metal marker on which is inscribed in block red letters “fire lane” set upon and supported by at least a two-foot and not exceeding ten-foot-high stanchion seated in the curb on the side of the street on which a fire lane zone is established and thus designated.
Stanchion.
An upright support or post of iron or wood.
Street.
A street, a highway, alley or public way in the city used for passage and stationing of vehicles, composed of a roadway, curb and gutter and sidewalk spaces.

For the purpose of providing a speedy and unobstructed passage on the streets of the city of fire equipment en route to a fire, there is hereby ordained a general provision for the establishing and designation upon the streets of the city of fire lane zones, as hereinabove defined and prescribed, and which zones are sections of a street designated by fire lane zone standards or signs.

The fire chief is hereby authorized and empowered to establish and designate fire lane zones as he or she may deem necessary for the speedy and unobstructed passage of fire equipment on a street when en route to extinguish a fire or to protect property in its vicinity from fire, and he or she shall at the first regular meeting of the council, after he or she has so established and designated a fire lane zone, report the same in writing to the council for its approval, whereupon the section of the street so designated shall then and there be an official fire lane zone. It shall be the duty of the fire chief at the first meeting of the council to report in writing to the council as often as requested by it all existing fire lane zones in the city which he or she approves and deems necessary and which as approved by the council shall then and there be reestablished and redesignated as fire lane zones.

(a) 
The following streets of the city are specially designated as fire lane zones, for the use of the fire department:
(1) 
Pickett Street from Johnson Street to King Street;
(2) 
Washington Street;
(3) 
Wright Street from Washington Street north to the city limits;
(4) 
Lee Street;
(5) 
King Street;
(6) 
Johnson Street;
(7) 
Stonewall Street from Lee Street north to the city limits;
(8) 
From and along the north boundary line of Katy Drive to its centerline, from the west boundary line of Wellington Street west to the west boundary line of College Boulevard;
(9) 
From and along the west boundary line of College Boulevard to its centerline, between the north boundary line of the right-of-way to the St. Louis Southwestern Railroad Company of Texas, north to the south boundary line of the right-of-way of M.K. & T. Railroad Company of Texas;
(10) 
From and along the north line of McKinney Street to its centerline from the west boundary line of College Boulevard west to the east boundary line of Williams Street;
(11) 
The intersection space of Katy Drive and of McKinney Street with College Boulevard between the two (2) aforesaid railway rights-of-way are included in the herein established fire lane zones;
(12) 
The north side of Henry Street, from the intersection of Johnson Street to the intersection of Stuart Street;
(13) 
Both the north and south sides of Henry Street, from the intersection of Stuart Street to the intersection of Gordon Street;
(14) 
The east side of Bois d’Arc Street, from the intersection of Park Street to its intersection with Cornelia Street;
(15) 
The west side of Gordon Street, from the intersection of Park Street to its intersection with Cornelia Street;
(16) 
Portion of Wellington Street from the south boundary line of Washington Street to the north boundary line of O’Neal Street;
(17) 
Blades Street from the west boundary line of Wesley Street to the east boundary line of King Street on both sides of the street;
(18) 
Bois d’Arc Street from the south boundary line of Lee Street to the north boundary line of Mill Street on both sides of the street;
(19) 
Bois d’Arc Street from the south boundary line of Park Street to the north boundary line of Cornelia Street on the east side of the street;
(20) 
Crockett Street from the west boundary line of Bois d’Arc Street to the east boundary line of Wesley Street on the north side of the street;
(21) 
Gordon Street from the south boundary line of Jordan Street to the north boundary line of Pickett Street on the east side of the street;
(22) 
Gordon Street from the south boundary line of Park Street to the north boundary line of Cornelia Street on the west side of the street;
(23) 
Henry Street from the west boundary line of Gordon Street to the east boundary line of Stonewall Street on the north side of the street;
(24) 
Houston Street from the south boundary line of Church Street to the north boundary line of Lee Street on the east side of the street;
(25) 
Jordan Street from the west boundary line of Stuart Street to the east boundary line of Johnson Street on the north side of the street;
(26) 
King Street from the south boundary line of Bourland Street to the north boundary line of Pickett Street on both sides of the street;
(27) 
Oak Street from the south boundary line of Blades Street to the north boundary line of Washington Street on both sides of the street;
(28) 
Pickett Street from the west boundary line of Bois d’Arc Street to the east boundary line of King Street on both sides of the street;
(29) 
St. John Street from the south boundary line of Henry Street to the north boundary line of the Louisiana & Arkansas Railway right-of-way on the west side of the street;
(30) 
Stuart Street from the south boundary line of Jordan Street to the north boundary line of Lee Street on the west side of the street;
(31) 
Stuart Street from the south boundary line of Lee Street to the north boundary line of Pickett Street on the east side of the street;
(32) 
Wright Street from the south boundary line of Polk Street to the north boundary line of Lee Street on the east side of the street.

The fire chief shall cause to be erected and maintained the proper fire lane zone standards, and the employees and personnel of the city engaged in the erection and maintenance of the fire lane zone standards shall be subject to the direction and administration of the fire chief in the premises. In the event that the fire chief deems that an existing fire lane zone is no longer necessary, he or she may cause to be removed the fire lane zone standards that designated such zone, and report his or her action to the council for its approval as to the same, whereupon it shall no longer be a fire lane zone.

Except when and during the time for attendance at or upon a church service at a building situated in the block abutting on a street in which a fire lane zone is established, it shall be unlawful for any person to park or station any vehicle in or otherwise obstruct for any length of time a fire lane zone. It shall be a misdemeanor for any unauthorized person to tamper with, deface, damage or remove any established fire lane zone standard.

(a) 
For the purpose of providing a speedy and unobstructed passage for fire equipment of the city en route to extinguish a fire or to protect property from fire, the fire chief is hereby authorized and empowered to establish and designate fire lanes upon the premises of any business, commercial or industrial establishment, or multiple-family dwelling for the purpose of providing access to such property for firefighting equipment.
(b) 
When a fire lane is designated in accordance with this section, it shall be the responsibility of the property owner to mark along the perimeter with conspicuous signs which have the words “Fire Lane–No Parking” painted:
(1) 
In four-inch (4") letters;
(2) 
At fifteen-foot (15') intervals; and
(3) 
On contrasting background stripe.

(a) 
It shall be unlawful for any person to park or leave standing any non-emergency vehicle, whether attended or unattended, in a designated fire lane.
(b) 
When schools are in session, a person may temporarily stop no more than 20 minutes before and after the designated start time of school in a fire lane located within a school zone and stop no more than 20 minutes before and after the designated end time of school within a school zone in a fire lane as long as the vehicle is continuously attended by the operator of the vehicle.
(c) 
All emergency personnel have first priority in designated fire lanes and stopped vehicles will have to be moved immediately upon notification or arrival of emergency vehicles and/or personnel.

An unauthorized vehicle in a fire lane is:
(1) 
Subject to removal by the operator of the premises, with the expense of removal and storage to be borne by the registered owner of the vehicle;
(2) 
Subject to citation, as well as removal, by the fire marshal or a police officer; and
(3) 
Prima facie evidence that the person in whose name the vehicle is registered is guilty of a violation of the parking provisions of section 8.06.008.
