The following terms as used in this article shall have the respective
meanings ascribed to them:
Fire equipment.
The fire trucks, vehicles and cars used by the fire department
for carriage of fire hose, hooks, ladders and personnel of the fire
department.
Fire lane zone.
The section of a street in the city from its centerline to
its curbline in which curb is stationed fire lane zone standards and
is the section of same between the stationed fire lane zone standards
and centerline of the street.
Fire lane zone standard.
A metal marker on which is inscribed in block red letters
“fire lane” set upon and supported by at least a two-foot
and not exceeding ten-foot-high stanchion seated in the curb on the
side of the street on which a fire lane zone is established and thus
designated.
Stanchion.
An upright support or post of iron or wood.
Street.
A street, a highway, alley or public way in the city used
for passage and stationing of vehicles, composed of a roadway, curb
and gutter and sidewalk spaces.

For the purpose of providing a speedy and unobstructed passage
on the streets of the city of fire equipment en route to a fire, there
is hereby ordained a general provision for the establishing and designation
upon the streets of the city of fire lane zones, as hereinabove defined
and prescribed, and which zones are sections of a street designated
by fire lane zone standards or signs.

The fire chief is hereby authorized and empowered to establish
and designate fire lane zones as he or she may deem necessary for
the speedy and unobstructed passage of fire equipment on a street
when en route to extinguish a fire or to protect property in its vicinity
from fire, and he or she shall at the first regular meeting of the
council, after he or she has so established and designated a fire
lane zone, report the same in writing to the council for its approval,
whereupon the section of the street so designated shall then and there
be an official fire lane zone. It shall be the duty of the fire chief
at the first meeting of the council to report in writing to the council
as often as requested by it all existing fire lane zones in the city
which he or she approves and deems necessary and which as approved
by the council shall then and there be reestablished and redesignated
as fire lane zones.

The fire chief shall cause to be erected and maintained the
proper fire lane zone standards, and the employees and personnel of
the city engaged in the erection and maintenance of the fire lane
zone standards shall be subject to the direction and administration
of the fire chief in the premises. In the event that the fire chief
deems that an existing fire lane zone is no longer necessary, he or
she may cause to be removed the fire lane zone standards that designated
such zone, and report his or her action to the council for its approval
as to the same, whereupon it shall no longer be a fire lane zone.

Except when and during the time for attendance at or upon a
church service at a building situated in the block abutting on a street
in which a fire lane zone is established, it shall be unlawful for
any person to park or station any vehicle in or otherwise obstruct
for any length of time a fire lane zone. It shall be a misdemeanor
for any unauthorized person to tamper with, deface, damage or remove
any established fire lane zone standard.

(a) It
shall be unlawful for any person to park or leave standing any non-emergency
vehicle, whether attended or unattended, in a designated fire lane.
(b) When
schools are in session, a person may temporarily stop no more than
20 minutes before and after the designated start time of school in
a fire lane located within a school zone and stop no more than 20
minutes before and after the designated end time of school within
a school zone in a fire lane as long as the vehicle is continuously
attended by the operator of the vehicle.
(c) All
emergency personnel have first priority in designated fire lanes and
stopped vehicles will have to be moved immediately upon notification
or arrival of emergency vehicles and/or personnel.

An unauthorized vehicle in a fire lane is:
(1) Subject
to removal by the operator of the premises, with the expense of removal
and storage to be borne by the registered owner of the vehicle;
(2) Subject
to citation, as well as removal, by the fire marshal or a police officer;
and
(3) Prima facie evidence that the person in whose name the vehicle is registered is guilty of a violation of the parking provisions of section
8.06.008.
