An occasional or a temporary sale is defined as a sale of tangible personal property conducted upon private property by a nonprofit entity anywhere within the city, or by an individual in an area zoned for residential use, including but not limited to: garage sales, patio sales, yard sales, estate sales, and all other on-site sales in a residential district, as herein provided.
(a) 
The number of such sales any entity or person may conduct, alone or in concert with others, shall not exceed three (3) during any twelve-month period. Each sale shall be no longer than three (3) days’ duration.
(b) 
An occasional sale may not be conducted on a vacant lot.
(c) 
Occasional sales shall not be conducted in such a manner as to become a nuisance.
(d) 
A person shall not sell merchandise acquired solely for the purpose of resale at an occasional sale.
