No person shall stop, stand or park a vehicle for any purpose or period of time other than for the expeditious loading or unloading of passengers in any place marked as a passenger curb loading zone during hours when the regulations applicable to such curb loading zone are effective, and then only for a period not to exceed three (3) minutes, except when such spaces are adjacent to and serving a hotel, when such period of time may not exceed fifteen (15) minutes.

(a) 
No person shall stop, stand or park a vehicle for any length of time in any place marked as a freight curb loading zone during the hours so set aside except that commercial vehicles may so stop, stand or park for the expeditious unloading and delivery or pickup and loading of material. In no case shall the stop for unloading and loading of material exceed one (1) hour.
(b) 
The driver of a passenger vehicle may stop temporarily at a place marked as a freight curb loading zone for the purpose of and while actually engaged in loading or unloading passengers when such stopping does not interfere with any motor vehicle used for the transportation of materials which is waiting to enter or about to enter such zone.

(a) 
The chief of police is authorized to issue special permits for the backing of vehicles to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit. Such permits may be issued either to the owner or driver of the vehicle and shall grant to such person the privilege as therein stated and authorized herein, and it shall be unlawful for any permittee or other person to violate any of the special terms or conditions of any such permit. No such permit may be issued on any other than a temporary basis for each instance of angle loading by the vehicle. Subsequent angle loading by the vehicle to or for which a permit for angle loading has been issued shall be done only upon reissuance of such permit for each individual loading. Such permits are not required where angle loading is permitted by other parts of this chapter.
(b) 
The director of public works is authorized to designate curbs or areas where angle loading shall be permitted, but such loading shall not be permitted at any curb or in any area, except as otherwise provided in this section, at an angle such that more than one-third (1/3) of the width of the street is occupied by the vehicle so parked. Wherever necessary for the safe and expeditious movement of traffic, the director of public works may designate certain hours of the day and/or days of the week when no angle loading shall be permitted in such areas at such curbs.
