An enforcement official, in the enforcement of ordinances with which the officer is charged with enforcement, upon probable cause to believe such ordinance of the city has been violated, is authorized to issue a citation to the person believed to have violated such ordinance. The citation shall specify the violation alleged and provide an opportunity for the accused to promise to appear before the municipal court at a specified date and time in lieu of the issuance of a summons or warrant of arrest for the accused.

(a) 
It shall be unlawful for any person, firm or corporation to place, deposit, or throw or permit to accumulate in such manner as to cause or emit noxious, disagreeable or offensive smells or odors or permit or cause to be placed, deposited or thrown any garbage, brush, loose waste, manure or refuse or solid waste of any kind, on public or private property outside of any premises within the city, unless the same has been deposited in accordance with the provisions of article 20.11 of this code.
(b) 
Except as may be permitted under the provisions of article 20.11, it shall be unlawful for any person, firm or corporation to:
(1) 
Throw, place, dump or deposit any lawn trimmings, hedge trimmings, or any other cuttings or trimmings of weeds, flowers or other vegetation upon any lot, vacant or occupied, driveway, or any other private property within the city;
(2) 
Throw, place, dump or deposit lawn trimmings, hedge trimmings, or any other cuttings or trimmings of weeds, flowers or other vegetation on or in the gutter, street, sidewalk, parkway, driveway, curb, alleyway or any other public property within the city; or
(3) 
Throw, place, dump or deposit any garbage, refuse or animal or vegetable waste matter of any kind on or in any gutter, street, sidewalk parkway, driveway, curb, alleyway or any other public property within the city or in or upon any lot, vacant or occupied, driveway or other private property within the city.
(c) 
It shall be unlawful for any person, firm or corporation to cause or permit to be or remain in or upon any premises, public or private, within the city, any animal, vegetable or mineral waste matter, or any composition or residue thereof, which is in an unsanitary condition or in a condition injurious or dangerous to public health.
(d) 
Any illegal accumulation or deposit declared to be unlawful under the terms of this section is hereby declared to be a public nuisance, subject to abatement as provided by this code.
