Prior to the demolition of any structure within the corporate
limits, any person engaging in such demolition shall obtain from the
city a permit for such demolition and pay the requisite fee therefor.

A person desiring a demolition permit shall make a verified
application therefor on the form provided by the public health division
of the public works department. The application shall provide the
following information:
(1) The legal name of the applicant and any trade or assumed name.
(2) The address, telephone number and facsimile number of applicant.
(3) The location of the structure to be demolished, including street
address and legal description of the property upon which the building
is located.
(4) The name, address, telephone number of the owner of the structure.
(5) A copy of the contract, if any, for the demolition of the structure.
(6) A copy of any survey of the structure for the presence of any hazardous
materials, including, without limitation, asbestos and lead-based
paint.
(7) A copy of all licenses or certifications required for the removal
of any hazardous substance determined to be in the structure.
(8) A copy of each and every permit required to be obtained by federal,
state or local statutes or regulations.
(9) A detailed plan of activity describing the manner of demolition,
clearing the property, removal and disposal of all wastes.
(10) A copy of a policy of public liability insurance protecting the city
from any damage to public property in the course or as a result of
the demolition and protecting the public and private property from
any damage in the course of or as a result of the demolition.
(11) A bond, in an amount as determined by the building official, or the
building official’s designee, to assure the completion of the
demolition project as detailed in the application.

Upon receipt of the verified application, and payment of a demolition application fee as provided in section A24.04.003 of the fee schedule in appendix
A to this code, the public health division of the public works department shall issue a demolition permit to begin and complete demolition within a reasonable period based upon the structure to be demolished and the plan of activity described in the application. However, no permit fee is required for demolition of a single-family home.
