The rate shall be a minimum of $19.72 a month for up to 2,000 gallons per living unit, space, office, or business unit, plus a consumption charge of:
(i) 
$5.23 per 1,000 gallons, 2,001 to 8,000 gallons.
(ii) 
$5.23 per 1,000 gallons, 8,001 to 10,000 gallons.
(iii) 
$5.75 per 1,000 gallons, 10,001 to 25,000 gallons.
(iv) 
$6.33 per 1,000 gallons, 25,001 gallons and up.
(B) 
Outside city limits.
The rate shall be a minimum of $24.65 a month for up to 2,000 gallons per living unit, space, or business unit, plus a consumption charge of:
(i) 
$7.03 per 1,000 gallons, 2,001 to 8,000 gallons.
