The town council shall determine from the results of an engineering
and traffic investigation the reasonable and safe maximum speed limit
for each street within town.

A person commits an offense if he operates or drives a vehicle
on any public street within the town at a speed greater than thirty
(30) miles per hour, or on any public alley at a speed greater than
fifteen (15) miles per hour, unless a different speed limit is established
by this article for a specific street. Except for such specific streets
named in the following section, any speed in excess of thirty (30)
miles per hour on any public street within the town, or in excess
of fifteen (15) miles per hour on any alley, shall be prima facie
evidence that the speed is not reasonable or prudent and that the
speed is unlawful.

A person commits an offense if he operates or drives a vehicle
on the following designated streets at a speed greater than the speed
designated by this section for that street or portion of that street;
and any speed in excess of the limit provided in this section shall
be prima facie evidence that the speed is not reasonable nor prudent
and is unlawful. The term “Portion of Street” listed below
shall mean that part of said public street within the corporate limits
of the town.

The above mentioned street is hereby named "Brittain Lane."
It is that 60 foot public street that connects Kings Corner Subdivision
with Twin Lakes Subdivision from Colonial Court to Meadow Lake Court
as shown on Exhibit "A" as maintained on file in the office of the
town secretary. That said street is constructed over the two 30 foot
road easements in the Twin Lakes Subdivision and the 60 foot access
easement in the Kings Corner Subdivision.

No sign shall be required where the maximum speed limit is 30
miles per hour on the public streets or 15 miles per hour on alleys
within the town. The prima facie speed limit that is declared for
specific streets within the corporate limits of the town shall be
effective when the town council causes signs to be erected giving
notice of the specific limit.

Any person, firm or corporation violating any of the provisions
of this article shall be deemed guilty of a misdemeanor and, upon
conviction, shall be punished by a penalty of fine in accordance with
the general penalty provision set forth in Section 1.109 of this code
for each offense, and each and every day such offense is continued
shall constitute a new and separate offense.

(a) The maximum
lawful prima facie speed limit in designated school traffic zones
is 20 miles per hour. The speed limit of 20 miles per hour is hereby
determined and declared to be reasonable and safe in designated school
zones, and such speed limit is hereby fixed for vehicles traveling
upon the following named streets and highways, or parts thereof, on
school days and during the times specified on applicable school traffic
zone signs. Signs must indicate the times when speed restrictions
in school zones are in effect and should utilize flashing amber lights
at the commencement of the zone. Signs shall be conspicuous and posted
in proper position to be seen by any ordinarily observant person.
School zone speed limit signs shall be caused to be placed at the
school zones by the town or at its direction.
