When a check that has been made payable and delivered to the
town is dishonored and returned to the town by the bank on which the
check has been drawn, the town staff is hereby authorized, in lieu
of immediate legal action, to charge the maker a fee of $25.00 to
cover the amount the bank charges the town and cover the time and
expense for handling collection of the dishonored check.
