(a)
A board of equalization is hereby established for the city to examine, correct, equalize, appraise, and approve all ad valorem tax assessment lists or books of the city tax assessor and collector for the year 1976 and with all the powers and duties conferred on such board of equalization by the laws of the state.
(b)
Said board of equalization shall be composed of three (3) commissioners, each a qualified voter, a resident, and property owner of the city, who shall be appointed by the board of commissioners of the city. Before entering upon his or her duties, each commissioner so appointed shall be sworn to faithfully and impartially discharge all duties incumbent upon him or her by law as a member of the board of equalization.
