(a) 
A board of equalization is hereby established for the city to examine, correct, equalize, appraise, and approve all ad valorem tax assessment lists or books of the city tax assessor and collector for the year 1976 and with all the powers and duties conferred on such board of equalization by the laws of the state.
(b) 
Said board of equalization shall be composed of three (3) commissioners, each a qualified voter, a resident, and property owner of the city, who shall be appointed by the board of commissioners of the city. Before entering upon his or her duties, each commissioner so appointed shall be sworn to faithfully and impartially discharge all duties incumbent upon him or her by law as a member of the board of equalization.

(a) 
All taxes that remain delinquent as of July 1st of the year in which they become delinquent shall incur an additional penalty of fifteen percent (15%) of the amount of taxes, penalty and interest due.
(b) 
Each year, the tax collector of the city shall mail notice of delinquency and of the additional penalty at least thirty (30) and not more than sixty (60) days before July 1st.

(a) 
The property tax homestead exemption for homeowners who are over age 65 is hereby increased from twenty-five thousand dollars ($25,000.00) to fifty thousand dollars ($50,000.00).
(b) 
The city manager is directed to notify the appropriate county tax officials to ensure the increased homestead exemption adopted herein is implemented.
