A base fee of one hundred dollars ($100.00), plus one dollar
($1.00) per lot. In addition, to the above-mentioned base fee, five
dollars ($5.00) per acre shall be assessed by acreage (intended for
apartments, commercial, industrial, etc.) within the same boundary
not divided into normal single-family residential lots.
