(a) 
Minimum service fee.
A minimum service fee of thirty dollars ($30.00) shall be charged for each utility connection, transfer, or service call for every utility operated by the city. Transfer fee does not apply to apartment complexes or owners of rental property.
(b) 
Deposit.
Each customer requesting utility service shall place with the city, at the time connection is requested, a deposit of money to secure the faithful payment of all sums due and owing to the city for utility services rendered.
(1) 
All residential customers inside/outside city limits requesting service to non-owner-occupied homes shall pay a deposit of two hundred dollars ($200.00).
(2) 
All residential customers inside/outside city limits requesting service to owner-occupied homes shall pay a deposit of one hundred dollars ($100.00).
(3) 
All commercial and nonresidential customers (10 kW or less per month) shall pay a deposit of the greater of three hundred dollars ($300.00).
(4) 
All commercial and industrial and large nonresidential users (greater than 10 kW per month) shall pay a deposit equal to the greater of five hundred dollars ($500.00).
(5) 
Any residential account disconnected for delinquency will be charged an additional deposit of $50.00 each time the services are disconnected for delinquency until the total deposit equals three hundred dollars ($300.00).
(c) 
Disconnection of electric service for delinquency; charge for resumption of service.
Electric service to any person, firm, or corporation whose account is more than ten (10) days delinquent may be disconnected, and in addition to customary charges, as heretofore set out, there shall be charged a sum of twenty dollars ($20.00) for the resumption of service.
(d) 
Deposit after disconnection of service.
Each customer whose service has been disconnected shall place with the city, at the time service is requested, a deposit of money to secure the faithful payment of all sums due and owing to the city for electric service rendered. All residential customers shall pay a deposit equal to the greater of three hundred dollars ($300.00) or one-sixth (1/6) of the annual estimated services. All commercial and small nonresidential customers (10 kW or less per month) shall pay a deposit of the greater of four hundred dollars ($400.00) or one-sixth (1/6) of the annual estimated service. All commercial and industrial and large nonresidential users (greater than 10 kW per month) shall pay a deposit equal to the greater of five hundred dollars ($500.00) or one-sixth (1/6) of the annual estimated services.

(a) 
Residential customers.
Each residential customer shall be charged a minimum of eleven dollars ($11.00) per month. The residential customer shall be charged $0.0660 for each kWh received thereafter during the month. The base rate shall be adjusted monthly in accordance with the power cost adjustment.
(b) 
Small commercial customers.
Each small commercial customer shall be charged a minimum of thirteen dollars and ten cents ($13.10) per month. The small commercial customer shall be charged $0.0740 for each kWh received thereafter during the month. The base rate shall be adjusted monthly in accordance with the power cost adjustment.
(c) 
Large commercial customers.
Each large commercial customer shall be charged a minimum of sixteen dollars and twenty-five cents ($16.25) per month. The large commercial customer shall be charged $0.0450 for each kWh received thereafter during the month. In addition, the large commercial customer shall be charged five dollars and forty cents ($5.40) each demand. The base rate shall be adjusted monthly in accordance with the power cost adjustment.
(d) 
Churches.
Each church shall be charged a minimum of eleven dollars ($11.00) per month. A church shall be charged $0.0670 for each kWh received thereafter during the month. The base rate shall be adjusted monthly in accordance with the power cost adjustment.
(e) 
Municipal customers.
Each municipal customer shall be charged $0.0670 for each kWh received during the month. The base rate shall be adjusted in accordance with the power cost adjustment.
(f) 
Security lights.
If reasonable and practical, security lights shall be installed at the request the customer. The cost shall be six dollars and fifty cents ($6.50) per month for each one hundred (100) watts, and twelve dollars ($12.00) for each two hundred fifty (250) watts. If a pole must be purchased or installed, the customer shall be required to pay a one-time fee in the amount of the current cost of poles recently purchased.
(g) 
Net and gross rates; delinquency; reconnection charge.
All rates described herein are net rates; gross rates begin ten percent (10%) higher. In the event a current monthly bill is not paid within ten (10) days of the date of the bill, gross rates shall apply. Any account delinquent for more than ten (10) days is subject to disconnection. A reconnection fee of twenty dollars ($20.00) shall be charged to reconnect service to any account disconnected.

(a) 
Rate schedule.

The city is hereby authorized to place into effect on its monthly bill due for payment on October 1, 2018, the following monthly rate schedule for all customer types, residential, commercial, industrial and churches alike:
(A) 
Inside city limits:

The minimum bill shall be $10.00. The minimum bill is applicable to every month of the year.
(3) 
Working factor herein being defined as the price of gas as invoiced by the city’s supplier. Said cost to be based on the Houston Ship Channel or similar index plus seventy-four cents ($0.74) any related MMBTU factors.
(b) 
Delinquency; reconnection charge.
Any account delinquent for more than ten (10) days is subject to disconnection. A reconnection (charge) of thirty dollars ($30.00) shall be charged to reconnect service to any account disconnected.

The city shall hereafter make the following charge for collection of garbage, trash, or other materials:
(1) 
Residential service.
It shall be presumed that every person having a residential or apartment unit connection is making substantial use of the garbage service and shall be charged $18.03 per month for garbage collection. The presumption shall not apply if the premises being served by utilities had no dwelling capable or being used for habitation. Every person currently receiving service outside the city limits will be charged a minimum of $27.29 per month for garbage collection.
(2) 
Nonresidential service.
With the exception being designated as container rates, every other nonresidential person, firm or corporation with the city limits will be charged a minimum of $28.80 dollars per month and those outside the city limits will be charged $43.22 by the city for services rendered in collection garbage, trash and other materials twice weekly. All other rates will be determined by frequency of pickup and volume of garbage, trash and other materials.
(3) 
Churches.
Churches within the city limits will be charged $28.80 per month by the city for services rendered in collecting garbage, trash and/or materials.
(4) 
Buildings occupied by more than one tenant.
In the event any buildings are occupied by more than one tenant, each of said tenants having garbage, trash or other materials collected by the city will be charged a monthly fee. However, in the event such building owner pays the utilities for any tenant, then in such event the owner of said building will be charged $18.03 per month each of said tenants.
(5) 
Extra cart.
Customers who request an extra cart will be charged $7.58 per cart.

Roll-off dumpsters.
Prices will be determined by the Republic Services.

Services discontinued under section 13.07.010 of this code shall be restored only upon payment of a reconnection charge, hereby established at $100.00, and other costs incurred by the city discontinuing service.
