There shall be a Shade Tree Advisory Board which shall consist of not more than five members appointed by the Township Committee who shall be residents of the municipality and shall serve without compensation. Each member so appointed shall serve a term of five years.
A. 
The Committee shall appoint five members as follows: one for an initial term of one year; one for an initial term of two years; one for an initial term of three years; one for an initial term of four years; and one for an initial term of five years. At the expiration of the aforesaid initial terms, the Committee shall appoint members for terms of five years.
B. 
Any vacancy occurring by reason of the death, resignation or removal of any Advisory Board member shall be filled for the unexpired term by the Township Committee.
The Advisory Board shall organize within 30 days after the appointment of its total membership for the remainder of the then-calendar year, and thereafter annually in January by the election of one of its members as Chairman and the appointment of a Secretary, who need not be a member, and may be an employee of the Township.
The Shade Tree Advisory Board shall:
A. 
Provide input to the Township Committee and Township Administrator for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs along the streets, in parks and in other public places.
B. 
May recommend a certain species of street trees to be planted, provided that such trees are listed on the Township Planner's list of recommended trees and with the approval of the Lumberton Township Committee.
C. 
May review and recommend to the Township Administrator, at his or her request, appropriate action be taken on an individual resident's requests for tree removals or tree trimming or tree planting, as pertaining to trees along streets, parks and other public places.
(1) 
Upon the authorization of the Township Administrator and subject to appropriation by the Township Committee, the Advisory Board may enlist the assistance of an arborist, the Township Planner or other Township professionals and staff in preparing any such recommendation where the Township Administrator determines that such technical expertise may be necessary to make an appropriate recommendation.
D. 
The Advisory Board shall also make recommendations as appropriate to encourage arboriculture within the Township.
