The city council may provide for officers and agents of the city as it may from time to time direct to be appointed or elected.

All officers and agents of the city shall serve at the pleasure of the city council, except as specifically excepted by other provisions of this code.

(a) 
The city council may by a vote of a majority of the councilmembers remove a municipal officer for incompetency, corruption, misconduct, or malfeasance in office, after providing such officer with due notice and an opportunity to be heard.
(b) 
If a resolution expressing a lack of confidence in a municipal officer receives a favorable vote of four councilmembers, such municipal officer shall be deemed removed from office.
