The office of city secretary is hereby created and shall receive
such compensation as may be fixed by the city council. The city secretary
shall be appointed by a majority vote of the city council.

The city secretary shall execute a bond, payable to the city,
as required by law, conditioned that the city secretary will faithfully
perform the duties of the office. The city council shall determine
the amount of the bond at least annually. If the council fails to
determine the amount of the bond for the succeeding year, the amount
last prescribed shall continue to be the amount of bond required.
Such bond shall be a corporate surety bond and the city shall pay
all costs, premiums, and expenses connected therewith.

(a) The city secretary shall perform those duties as provided in section
4.21 “Duties of the City Secretary” of the home rule charter of the city.
(b) The
city secretary shall perform such other duties as are required under
the general laws of the state and as provided under the Texas Local
Government Code and as may be [assigned] by the city manager which
are customary for municipal clerks.
(c) The
city manager may assign such other duties as deemed appropriate for
the efficient and orderly discharge of the responsibilities and for
the efficient administration of city government.

The city secretary shall serve as treasurer of the city and
shall perform all duties of the treasurer as set forth in V.T.C.A.,
Local Government Code, section 22.075, and as assigned by the city
council.

(a) The
city manager shall periodically evaluate the duties or the performance
of the city secretary in the discharge of her duties as an employee
of the city as it is customarily done with other employees. Such evaluation
should be forwarded to the mayor and city council, in accordance with
the home rule charter.
(b) The
city council shall annually evaluate the duties and performance of
the city secretary.
