The city hereby establishes a library advisory board, which
shall provide advice and recommendations to city council on matters
related to library policies, and matters affecting library services,
and have as its main purpose the promotion of public interest in library
services, library planning, and library support.

The library advisory board shall be composed of five (5) regular
members who shall be citizens of the city, each of whom shall be appointed
by the city council. The city council may appoint two (2) alternates
as provided for by resolution of the city council. A representative
of the city council and the director shall be ex officio members of
the board, and the director shall be required to attend meetings of
the board.

(a) Terms
of appointees shall be for two (2) years, except that three (3) of
the six (6) regular members shall be initially appointed for a one-year
term. When expired, the replacement of these three (3) regular members
will be appointed for a two-year term. In this way, one-half of the
library advisory board member’s terms will expire each year.

alternates will be appointed for two-year terms.

Three (3) members of the library advisory board shall constitute
a quorum for the transaction of business. If appointed, alternates
shall act in place of an absent member in accordance with the provisions
of applicable city council resolution.

Three (3) consecutive absences of any member or alternate shall
constitute forfeiture of membership.

Vacancies on the library advisory board shall be filled by the
city council for the unexpired portion of the original term of office.

(a) Bylaws
will be established by the library advisory board.
(b) The
library advisory board shall meet not less than quarterly at a time
and place to be selected by the board.
(c) The
library advisory board shall comply with the Open Meetings Act.
