(a) 
The volume of flow used in computing sewage surcharges for residential and multifamily customers will be calculated by averaging the prior December, January, and February metered water consumption, to be known as the three-winter-month average. Each March, the billable flows for each residential customer will be readjusted based on the three-winter-month average. Where no prior three-winter-month average exists, the winter average consumption for all residential customers will be used. The customer will be billed the lessor of the three-winter-month average and the amount of water actually used in any given month.
(b) 
The volume of flow used in computing sewer surcharges for commercial customers will be based on metered consumption as shown in the meter reading records retained by the city of other water utility systems.

In those circumstances where a user desires a credit for metered water being consumed but not returned to the sanitary sewer, a volume credit will be allowed if the user installs (an) effluent meter(s) to measure wastewater flow. The meter(s) will be installed to plans and specifications approved by the public works director, be installed in an approved location, be calibrated annually, provide a certified calibration statement for the meter annually, and have a totalization device. In the event the meter ceases to function properly, the volume will be determined by averaging three similar months of sewerage. If the customer fails to repair or replace the meter within three months, the volume determination will revert to metered water consumption.

(a) 
The user will be responsible for excess sewer due to leakage in the pipe or plumbing on the discharge side of the meter.
(b) 
The city shall adjust a monthly bill that is excessive due to leakage if the customer meets the following conditions:
(1) 
The sewer customer must meet the conditions of all of the water leak adjustment criteria provided in section 13.02.063(b)(1) through (6);
(2) 
The sewer adjustment will only be done during the winter average period for residential customers; and
(3) 
The sewer adjustment for commercial customers will follow the water adjustment policy.
(c) 
Upon proof of eligibility, the city shall adjust the amount of the sewer charge according to the following:
(1) 
The city will take the prior year’s winter average sewer cap;
(2) 
The excess shall be calculated by the dollar amount of the sewer in excess of the winter average sewer cap;
(3) 
The adjustment shall be one-half (1/2) of the excess charge including any assessed penalty and interest, if any;
(4) 
The sewer cap and one-half of the excess charge shall be added together to determine the new bill;
(5) 
Formula (Average charge + 1/2 excess) = amount of sewer charge.
(d) 
The customer winter average sewer cap will be adjusted for leaks according to one of the following:
(1) 
The customer’s average monthly usage, based on the preceding 12-month period, excluding the month of the leak; or
(2) 
The winter average sewer cap for the prior year; or
(3) 
The city-wide winter average sewer cap; and
(4) 
The method chosen will be the one that the city determines to most accurately reflect average usage.
