There is hereby established a municipal golf course at Ratliff Ranch Golf Links, under the supervision of the director of parks and recreation and subject to the following rules and regulations.

(a) 
It shall be unlawful for any person to willfully interfere with, disrupt or prevent the orderly conduct of any person or persons engaged in the play of golf at a municipal golf course.
(b) 
It shall be unlawful for any person to remain on or at a municipal golf course after being advised by a golf operations manager or other authorized person of the city that he is interfering with, disrupting or preventing the orderly conduct of the play of golf, and after having been asked to leave.
(c) 
No person at a municipal golf course engaged in the play of golf and using or operating a motorized golf cart shall operate or drive such cart on any area of such golf course except on the designated golf cart paths. It is an affirmative defense to the application of this provision that:
(1) 
Such person has provided the golf operation’s manager a doctor’s written statement that such person’s physical condition is such that walking should be minimized;
(2) 
Such person drove the cart off the cart path at a 90-degree angle to the ball and then back to the cart path by the same route;
(3) 
Such person did not leave the path within 20 yards of the greens or the tee boxes; and
(4) 
Such person did not drive such cart into the native area at any time.
(d) 
It shall be unlawful for any person to lounge or loaf or to be found sleeping at a municipal golf course at any time said property is closed to the public.

It shall be unlawful for any person to remove, destroy, mutilate or deface any structure, monument, statue, vase, fountain, wall, fence, railing, vehicle, bench, tree, turf, shrub, fern, plant, flower, golf cart or other property at a municipal golf course.

It shall be unlawful for any person to enter any area designated as restricted, or to enter any area during the hours of the day it is not open to the public.

(a) 
The city shall post signs at each municipal golf course in such place and manner as is reasonably calculated to provide adequate and proper notice to patrons regarding these regulations, hours of operation, and times during which the municipal golf course is open to public use.
(b) 
It shall be unlawful for any person or group to be in a municipal golf course except during hours of normal operation, unless participating in an activity or program approved for afterhours by the golf operations manager. Such approval must be obtained by submission of written application to the golf operations manager prior to the event or activity for which afterhours approval is sought or as otherwise authorized by the golf professional.
(c) 
Any person who is conducting or participating in an activity in the municipal golf course during hours which are prohibited by and contrary to the provisions of this article shall be guilty of a misdemeanor; any police officer shall have the authority to enforce provisions of this article by removal of the violator from the grounds or area or by the issuance of a citation or arrest of the violator.

It shall be unlawful for any person to use any boisterous, insulting or profane language, or to engage in disorderly, lewd or lascivious conduct of any kind in a municipal golf course.

(a) 
Food and beverages at a municipal golf course shall be provided by a food and beverage concessionaire selected by the city.
(b) 
It shall be unlawful for any golf course participant or visitor to carry on or consume nonconcessionaire food or beverage on city golf course property, including parking areas, unless such action is expressly approved in writing by the golf operations manager or other authorized city representative.
(c) 
It shall be unlawful for any person to consume any alcoholic beverage (as defined in section 1.04(1), V.T.C.S. Alcoholic Beverage Code) at a municipal golf course unless said alcohol is purchased from the concessionaire licensed by the state alcoholic beverage commission and permitted by the city to sell alcoholic beverages on city property.
(d) 
It shall be unlawful for any person to remove from a municipal golf course any alcoholic beverage purchased from the concessionaire.
(e) 
No governmental or sovereign immunity is waived by the city in contracting for the sale of alcoholic beverages on a municipal golf course.

(a) 
The city council shall have the right to set green fees and other fees associated with a municipal golf course by resolution, as deemed appropriate.
(b) 
Unless otherwise modified by resolution the green fees including applicable taxes at a municipal golf course shall be as follows:
(1) 
Weekday green fees: $25.00.
(2) 
Weekend/holiday green fees: $32.00.
(3) 
Weekday green fees, seniors (60 years of age or older): $17.00.
(4) 
Weekday green fees, twilight: $21.00.
(5) 
Weekend green fees, twilight: $25.00.
(6) 
Junior (18 years of age or under): $9.50.
(7) 
9-hole: $17.00
(8) 
Weekend/holiday green fees, super twilight: $23.00
(c) 
Unless otherwise modified by resolution the cart and range ball fees including applicable taxes at a municipal golf course shall be as follows:
(1) 
Cart fees, 9 holes: $8.00.
(2) 
Cart fees, 18 holes: $15.00.
(3) 
Medium range balls: $4.00.
(4) 
Large range balls: $8.00.
(d) 
Unless otherwise modified by resolution annual passes at a municipal golf course (excluding tax) shall be as follows:
(1) 
Individual pass: $1,200.00.
(2) 
Family pass (immediate family members consisting of parent(s), spouse, and children 18 years of age or younger): $1,500.00.
(3) 
Senior pass (60 years of age or older): $900.00.
(4) 
Weekday only pass (excludes holiday play): $900.00.
(5) 
Junior pass (18 years of age or under), June through August: $200.00.
(6) 
Additional family member pass: $300.00.
(e) 
Unless otherwise modified by resolution there shall be a $3.00 per person tournament fee in addition to applicable green fees at a municipal golf course.
(f) 
Unless otherwise modified by resolution there shall be a minimum $10.00 per person gift certificate/prize fee applicable to all tournaments in addition to applicable green fees at a municipal golf course.

(a) 
The city is hereby authorized to operate a golf pro shop at a municipal golf course.
(b) 
Hours of operation and prices of merchandise to be set by the golf operations manager.
(c) 
Proceeds generated from the sale of merchandise shall be deposited in a special account set-up by the director of finance.

(a) 
In the event of inclement weather, or as otherwise deemed appropriate, the golf operations manager or his authorized representative shall have the authority to stop play at a municipal golf course. Continuing play after the golf operations manager or his authorized representative has stopped play shall be a class C misdemeanor.
(b) 
The golf operations manager or his authorized representative shall have the authority to issue rain checks in the event of inclement weather or as otherwise deemed appropriate by the golf operations manager or his authorized representative. No refunds will be given.

(a) 
The golf operations manager or his authorized representative shall oversee reservations for the tournament pavilion located at a municipal golf course.
(b) 
Unless otherwise modified by resolution the rental fee for nonrelated golf tournament events is $100.00 per day.
(c) 
All pavilion rentals are subject to a $100.00 refundable damage deposit.

Compliance with the rules and regulations established in this article is a condition of the use of a municipal golf course and any person charged with the supervision and care of a municipal golf course shall have the authority to enforce such provisions by expulsion of any person violating said rules and/or regulations from the grounds or area, and any police officer shall have the authority to enforce such provisions by expulsion from the grounds or area or by arrest of the violator.
