The words used in this division shall have the following meaning:
Building.
Any structure used or intended for supporting or sheltering
any use or occupancy.
Detached accessory building.
A freestanding structure designed and used for functions
incidental and accessory to the main use, such as a storage warehouse
or separate garage.
Driveway.
Any area designated for private access by motor vehicles.
Living unit number.
The number assigned to each living unit in a building. A
living unit is designed for one (1) family.
Main building.
Any building located on a lot or tract of property that is
not a detached accessory building.
Official number.
A number assigned to a building by the inspection division
for the city or designated on an approved plat or site plan. The official
number, for purposes of this division, is the street address or building
number and not necessarily the mailing address. Current numbers that
are now being used for existing buildings shall be considered the
official number unless a conflict arises. When there is a conflict
or there is new construction, the inspection division will assign
and release addresses in the following manner:
(1)
Description of system.
The plan for numbering the building or property in the city
is the Philadelphia system of one hundred (100) for each block with
a number determined for every twenty-five (25) feet of front footage,
regardless of size or shape of the lot. Cul-de-sacs and dead-end streets,
as defined in the subdivision ordinance, may be numbered in single-
or double-digit addresses. Any street extended beyond the maximum
length of a cul-de-sac will be numbered in one hundred (100) blocks.
(2)
Base streets designated.
First Street is the base for all streets running north and
south. Grant Avenue and Andrews Highway is the base for all streets
running east and west.
(3)
Even and odd number sides.
Even numbers will be found on the right side of the street
and odd numbers will be found on the left side of the street as you
move away from the base street on the respective streets and avenues.
Street.
Any area designated for public access by public vehicles,
including public streets and alleys.

Each property owner in the city is required to place and maintain an official number signifying the address on any main building on the owner’s property. Obtaining a permit, and placement of the address on the curb or driveway approach, shall not waive or be considered a substitute for the requirements to place the official number on any main building. However, single-family buildings, duplexes and buildings using street addresses for each living or commercial unit shall be subject only to the requirements in section
3-15-34 and not the requirements in this section.

On any main building used for commercial, industrial or multifamily
dwelling purposes, when there is only one (1) main building on the
lot or tract of property, the following requirements shall apply:
(1) The
official number shall be at least six (6) inches in height, constructed
of weather-resistant material and with a color that contrasts with
the background.
(2) The
official number for the building shall be placed on the side of the
building facing the street that is used for the building address.
(3) The
official number shall be located on the outside of the building, at
least seven (7) feet above the ground level, and clearly visible and
legible by a person from a motor vehicle on the street used for the
building address.
(4) If
there are living units in the building that are accessed from outside
of the building, a living unit number shall be placed in the area
of each living unit at a height of at least seven (7) feet above the
floor, clearly visible and not behind any obstruction. However, if
the door to any living unit that is accessed from outside of the building
does not face the adjacent street or driveway, the living unit number
shall also be placed on the portion of the building that does face
the adjacent street or driveway. The living unit number shall be at
least two (2) inches in height, constructed of weather-resistant material,
and of a color contrasting with the background.
(5) Buildings that use street address numbers for each living or commercial unit shall be subject to the provisions of section
3-15-34 and excepted from the provisions in this section.

On any main building used for a single-family residence or duplex,
or for any other building using street address numbers for each living
or commercial unit in the building, the official number for each living
or commercial unit shall be placed in a position that is plainly visible
and legible by a person from a motor vehicle on the street or driveway
fronting the property, and not behind any vegetation or other obstruction.

When there is more than one (1) main building on a lot or tract
of property in the city, the following requirements shall apply:
(1) Each
main building shall be assigned a capital letter or number for the
building, which shall be placed on each side of the building facing
any street or driveway. However, the owner shall not be required to
place the capital letter or number on more than two (2) sides of any
building.
(2) Under
or over the letter or number assigned to the building shall be placed
the lowest and highest number assigned to the commercial or living
units for each floor in the building.
(3) The
building number or letter and other numbers shall be constructed of
weather-resistant material, and of a color contrasting with the background.
The building number or letter shall be at least six (6) inches in
height and the numbers showing the range of commercial or living unit
numbers shall be at least four (4) inches in height.
(4) The
building number or letter and the other numbers shall be located on
the outside of the building, at least seven (7) feet above the ground
level, and clearly visible and legible by a person from a motor vehicle
on the nearest street or driveway.
(5) The
owner shall also place near the entrance or in front of the office
for the complex a map showing the location and identifying the letter,
building number, and commercial or living unit numbers for each building.
The map shall be a minimum of eleven and one-half (11-1/2) inches
by seventeen (17) inches.
(6) The
commercial or living unit numbers shall be at least two (2) inches
in height, constructed of weather-resistant material, and of a color
contrasting with the background.
(7) There
shall be a number assigned to each commercial or living unit, and
located in the area of the unit, which shall be located at a height
of at least seven (7) feet above the floor, clearly visible and not
behind any obstruction. However, if the door to any unit that is accessed
from outside of the building does not face the adjacent street or
driveway, the unit number shall also be placed on the portion of the
building that does face the adjacent street or driveway.
(8) Buildings that use street address numbers for each living or commercial unit shall be subject to the provisions of section
3-15-34 and excepted from the provisions in this section.

Except for the person owning the property adjacent to said curb
or driveway approach, it shall be unlawful for any person to paint
or otherwise mark any house number or street address upon any curb
or driveway approach within any public street right-of-way in the
city without having first obtained a permit from the city.

Application for a permit to paint or mark house numbers or street
addresses upon curbs and driveway approaches within public street
right-of-way shall be made to the director of public works and shall
set forth the following information:
(1) The
name, permanent address and local address of the applicant.
(2) If
the applicant is other than an individual person, the name of the
company or organization and the name, permanent address and local
address of the owner or principal officer of such company or organization.
(3) The
price to be charged by the applicant for the street numbering services.

There shall be a fee of ten dollars ($10.00) for each street
numbering permit. Any such permit shall be valid only for the duration
of the calendar year in which it is issued.

The director of public works shall specify or approve the size,
type of numbers, color and quality of paint, location of numbers and
all other details of the street numbers.

The holder of a street numbering permit shall not allow the
use of such permit by any person not employed by him. The permit or
a photostatic copy thereof shall be kept on the job at all times and
shall be displayed upon request.

The holder of a street numbering permit, or any of his employees,
shall not misrepresent to any citizen, city official or employee,
customer or prospective customer any fact concerning his street numbering
services.

No house number or street address shall be painted upon any
curb or driveway approach within a public street right-of-way in the
city unless and until a written order for such services has been obtained
from the owner or occupant of the property abutting the curb or driveway
approach area in question. The form and content of such written orders
shall be specified or approved by the director of public works.

The holder of a street numbering permit, or any of his employees,
shall not engage in such activities any time later than 8:00 p.m.,
nor earlier than 8:00 a.m.

Any person performing street numbering services under a valid permit as required in section
3-15-61 shall not be required to obtain a right-of-way permit nor a peddler’s or solicitor’s license in order to perform said street numbering services.

The director of public works is authorized to revoke any permit
issued under the authority of this part upon the violation by a permit
holder of any of the provisions of this part or any other ordinances
of the city.
