The city council will pay two hundred fifty dollars ($250.00)
for the arrest and conviction of any party guilty of arson within
the corporate limits of the city.

It shall be unlawful for any person to make any bonfire within
the corporate limits of the city; provided, however, that the city
council may grant special permission for a bonfire to a school or
college. Such a bonfire shall at all times be under the direct supervision
of the fire chief or his representative and shall comply with all
requirements established by him, including size, material composing
same, distance from people and objects, lighting under favorable weather
conditions, etc.
