Any driver of a motor vehicle who shall willfully cause such vehicle to “dig out” or cause such vehicle to make unnecessary noise by reason of operating such vehicle in a manner as to cause the wheels thereof to spin or slide shall be guilty of a misdemeanor.

(a) 
The driver of any vehicle shall not make a U-turn and/or turn such vehicle so as to proceed in the opposite direction upon any street under any of the following circumstances:
(1) 
Such movement is prohibited by a sign;
(2) 
Such movement is not safe; or
(3) 
Such movement interferes with other traffic.
(b) 
If a vehicle making a U-turn is involved in an accident, it shall be prima facie evidence that such turn was not made with safety.

(a) 
On any street, or portion of a street, provided with a continuous two-way left-turn lane, the approach for a left turn shall be made within 200 ft, and a left turn shall be made from the continuous two-way left-turn lane and not otherwise.
(b) 
A continuous two-way left-turn lane shall be used only for the approach for and making of left turns.
(c) 
The driver of any vehicle proceeding within a continuous two-way left-turn lane in an approach for a left turn shall slow its speed or stop if necessary to avoid colliding with another vehicle lawfully approaching from the opposite direction within such continuous two-way left-turn lane.

It shall be unlawful for the operator of any vehicle to drive between the vehicles comprising a funeral or other authorized procession while they are in motion.

The following streets and alleys are limited to one-way traffic, and such other streets and alleys as designated by the city council by ordinance:
(1) 
The north-south alley located in Block 2, Original Town, and Block 1, Scharbauer Place, 1st, between 2nd and 3rd Streets and Alleghaney Avenue and Washington Avenue, as a one-way alley with northbound vehicular traffic.
(2) 
The alley located in Block 1, Wigham Addition, with vehicular traffic moving north and east in such alley, and all vehicular traffic using such alley shall empty into Dixie Boulevard and none shall enter therefrom between 7th Street and 8th Street.
(3) 
The service road or street on the west side of U.S. Highway 385 (Grant Avenue) between 2nd Street and 1st Street, with traffic moving southerly.
(4) 
The service road or street on the east side of U.S. Highway 385 (Grant Avenue) between 1st Street and 2nd Street, with traffic moving northerly.
(5) 
The north-south alley east of Redbud Avenue, from 21st Street to 25th Street, with northbound vehicular traffic.
(6) 
The north-south alley east of Graham Avenue, from 13th Street to 14th Street, as a one-way alley with northbound vehicular traffic.
(7) 
The north-south alley west of Bonham Avenue, from 37th Street to Everglade Avenue, with northbound vehicular traffic.
(8) 
The north-south alley west of Summer Avenue, from Clifford Street to Clements Street with southbound vehicular traffic.
(9) 
The north-south alley east of Graham Avenue, from 14th Street north to the east-west alley, with northbound vehicular traffic.
(10) 
The east-west alley north of 14th Street, from Dotsy Avenue to Graham Avenue, with westbound vehicular traffic.
(11) 
11th Street, West.
From Golder Avenue to alley east of Dotsy Avenue, as a one-way street with westbound vehicular traffic.

12th Street, West.
From alley east of Dotsy Avenue to Golder Avenue, as a one-way street with eastbound vehicular traffic.

(a) 
Under the authority of V.T.C.A., Transportation Code, section 543.356, or successor statute, and upon the basis of engineering and traffic investigations, and pursuant to city code section 12-1-3(a) the maximum prima facie speed limits established by V.T.C.A., Transportation Code, section 545.351 or successor statute, are altered as set forth below for streets, highways and alleys within the corporate limits of the city:
(1) 
Alleys.
Any alley, fifteen (15) miles per hour.
(2) 
General speed limit.
Any street, highway or portion thereof not otherwise provided for in this section or otherwise officially signposted, thirty (30) miles per hour.
(3) 
Thirty-five miles per hour zones.
2nd Street from 150 feet east of Dotsy Avenue east to 150 feet east of Adams Avenue.
7th Street from Golder Avenue west to County Road West.

(b) 
In every event, the driver of a vehicle shall regulate or control the speed of such vehicle as may be necessary to avoid striking or colliding with any fixture upon or adjacent to any street, highway or alley.
(c) 
The term “existing city limits line” as set out above shall mean the city limits line across said streets as they may be amended from time to time as new additions are taken into the city limits. If it becomes the intention of the city council after the annexation of additional territory along any of the above-named streets to change the speed zones as set out by this section, then amendments to this section shall be made by new ordinances setting out such intentions.
(d) 
The city traffic engineer shall be responsible to see that proper signs designating the proper speed zones are established on each street where exceptions to the general speed restrictions are in effect.
(e) 
The violation of any provision of this section which is not made an offense under article 6701d, Vernon’s Texas Civil Statutes (Texas Uniform Traffic Act), shall be deemed a misdemeanor, punishable upon conviction by a fine not exceeding two hundred dollars ($200.00).

Pursuant to city code section 12-1-3(a), the following is a list of all school zones found within the city limits. Any portion of a street or highway signalized, marked, and signposted by the traffic engineering division as a school zone, during the time specified on the signs or when beacons are flashing, shall have a speed limit of twenty (20) miles per hour, except as otherwise indicated:
7th Street. On 7th Street beginning at the alley east of Sam Houston Avenue and extending east for a distance of 710 feet to the alley east of Lee Avenue.
8th Street. On 8th Street beginning at a point 160 feet east of the east curbline of MacArthur Avenue and extending west for a distance of 964 feet to a point approximately 112 feet west of the west curbline of Harless Avenue.
14th Street, West. On 14th Street beginning at the east curbline of Graham Avenue and extending east to the west curbline of Dotsy Avenue.
16th Street. On 16th Street beginning at a point 145 feet east of the east curbline of San Fernando Drive and extending west for a distance of 330 feet to a point approximately 145 feet west of the west curbline of San Fernando Drive. (25 mph)
17th Street. On 17th Street beginning at a point 155 feet west of the west curbline of Tulip Lane and continuing west for a distance of 1,040 feet.
18th Street. On 18th Street beginning at a point 60 feet west of the west curbline of Muskingum Avenue and extending east for a distance of 670 feet.
21st Street. On 21st Street beginning at a point 47 feet east of Nabors Lane extending east for a distance of 1,043 feet.
21st Street. On 21st Street beginning at the alley east of Redbud Avenue and extending east to the alley west of Grandview Avenue.
22nd Street. On 22nd Street beginning at a point 125 feet east of the east curbline of San Fernando Drive and extending west for a distance of 1,500 feet to a point approximately 150 feet west of the west curbline of Conover Drive.
23rd Street. On 23rd Street beginning at a point 180 feet east of the east curbline of Adams Avenue and continuing east for a distance of 950 feet.
37th Street. On 37th Street beginning at the west right-of-way line of Jackson Avenue and extending east for a distance of 490 feet to a point which is approximately 150 feet east of the east right-of-way line of Bowie Avenue.
38th Street. On 38th Street beginning at a point 318 feet west of the west curbline of Tom Green Avenue and extending east for a distance of 1,415 feet to a point approximately 145 feet west of the west curbline of Dixie Boulevard. (20 mph)
52nd Street. On 52nd Street beginning at the alley west of McKnight Drive extending east for a distance of 1,193 feet to a point at the west right-of-way line of the north/south alley east of Kingston Avenue.
Bonham Avenue. On Bonham Avenue beginning at a point 125 feet south of the south curbline of 42nd Street and continuing south for a distance of 640 feet.
Bookins Avenue. On Bookins Avenue beginning at a point 165 feet north of the north curbline of Tennessee Drive extending north for a distance of approximately 945 feet.
Clements Street. On Clements Street beginning at a point 151 feet west of the west curbline of Hickory Avenue and extending east for a distance of 1,166 feet to a point 130 feet east of the east curbline of Summer Avenue.
Clements Street. On Clements Street beginning at a point 242 feet west of Crane Avenue extending west for a distance of 1,075 feet.
Clifford Street. On Clifford Street beginning 38 feet west of the west curbline of Summer Avenue and extending west for a distance of 1,003 feet. (20 mph)
College Avenue. On College Avenue beginning at a point 110 feet south of the south curbline of Murphy Street and continuing south for a distance of 1,165 feet.
Conover Avenue. On Conover Avenue beginning 257 feet south of the south curbline of Manor Drive and extending north for a distance of 1,679 feet.
Dawn Avenue. On Dawn Avenue beginning at a point 155 feet south of the south curbline of 43rd Street, north for a distance of 332 feet to a point 137 feet north of the north curbline of 43rd Street.
Dawn Avenue. On Dawn Avenue beginning at a point 175 feet south of the south curbline of 42nd Street and continuing south for a distance of 1,000 feet.
Disney Street. On Disney Street beginning at a point 140 feet east of the east curbline of Verde Avenue and continuing east for a distance of 930 feet.
Dixie Boulevard, South. On Dixie Boulevard beginning at a point 140 feet south of the south curbline of Magnolia Boulevard and extending north for a distance of 1,286 feet to a point approximately 54 feet south of the south curbline of Atlantic Street.
Everglade Avenue. On Everglade Avenue beginning at a point 150 feet north of the north curbline of 44th Street extending north for a distance of 1,270 feet.
Golder Avenue. On Golder Avenue beginning at a point 270 feet south of the south curbline of 19th Street and extending north for a distance of 490 feet.
Golder Avenue. On Golder Avenue beginning at a point 756 feet south of the south curbline of 42nd Street and extending south for a distance of 901 feet.
Grant Avenue, South. On South Grant Avenue beginning at a point 17 feet south of the south curbline of West Midland Street and extending south for a distance of 640 feet. (25 mph)
Harless Avenue. On Harless Avenue beginning at a point 158 feet south of the south curbline of 6th Street and extending north for a distance of 1,209 feet to a point approximately 177 feet north of the north curbline of 8th Street.
Lee Avenue. On Lee Avenue beginning at a point 182 feet north of the curbline of 8th Street and extending north for a distance of 380 feet. (20 mph)
Lettie Lee Avenue. On Lettie Lee Avenue beginning at a point 50 feet north of the north curbline of 5th Street and extending north for a distance of 625 feet.
Maple Avenue. On Maple Avenue from the south right-of-way line of the alley north of 17th Street to the south right-of-way line of the alley north of 13th Street.
Maple Avenue. On Maple Avenue beginning at a point 150 feet east of the east curbline of Windsor Drive and extending east for a distance of 782 feet.
Maple Avenue. On Maple Avenue beginning at a point 117 feet west of the west curbline of Monclair Avenue and extending for a distance of 977 feet. (25 mph)
Monahans Street. On Monahans Street beginning at a point 85' west of the west curbline of Barrett Avenue, and continuing west to a point 105' west of the west curbline of Fitch Avenue.
Murphy Street. On Murphy Street beginning at a point 312 feet west of the west curbline of College Avenue and extending east for a distance of 1,030 feet to a point approximately 123 feet east of Lindy Avenue. (25 mph)
Oakwood Drive. On Oakwood Drive beginning at a point 64 feet west of the east curbline of Custer Avenue and extending east for a distance of 250 feet.
Pagewood Avenue. On Pagewood Avenue beginning at a point 87 feet south of the south curbline of Beechwood Street extending south for a distance of 607 feet to a point approximately 200 feet south of the Compass Academy east property line.

(a) 
Faudree Road. From SH 191 to Yukon Road. A temporary construction speed zone of 30 miles per hour will be in effect when signs are displayed within the construction project. The completion and/or acceptance of the project shall cancel the provision of this section applying to said project and any remaining construction reduced speed zone signs shall be removed. Faudree Road will revert back to the 45 mile per hour speed restriction upon expiration of this temporary speed section.
(b) 
Crane Ave. From I-20 north to Pool Road. A temporary construction speed zone of 30 miles per hour will be in effect when signs are displayed within the construction project. The completion and/or acceptance of the project shall cancel the provision of this subsection applying to said project and any remaining construction reduced speed zone signs shall be removed. Crane Avenue will revert back to the 35 mile per hour speed restriction upon expiration of this temporary speed ordinance.
(c) 
Crane Ave. From I-20 south to frontage road access. A temporary construction speed zone of 35 miles per hour will be in effect when signs are displayed within the construction project. The completion and/or acceptance of the project shall cancel the provision of this subsection applying to said project and any remaining construction reduced speed zone signs shall be removed. Crane Avenue will revert back to the 40 mile per hour speed restriction upon expiration of this temporary speed ordinance.
