The boundaries of the City of Odessa shall be the same as have
been heretofore established and now exist, which boundaries are more
fully set out in an order for election dated April 30, 1927, and recorded
in the commissioners court minutes, volume II, on pages 206 and 207,
of Ector County, Texas, and as further extended by annexation proceedings.

The city council shall have power by ordinance to fix the boundary
limits of the City of Odessa; and to provide for the alteration and
the extension of said boundary limits and the annexation of additional
territory lying adjacent to the city, with or without the consent
of the territory and the inhabitants annexed. However, upon the annexation
of any additional territory the City of Odessa must, within a reasonable
time after such annexation, furnish sewer and water lines in designated
streets and alleys of such territory so annexed. Upon the introduction
of any such ordinance in the city council, it shall be published in
the form in which it may be finally passed, in a daily newspaper published
in the City of Odessa, at least one time, and said ordinance shall
not thereafter be finally acted upon until at least thirty (30) days
have elapsed after the first publication thereof; and, upon the final
passage of any such ordinance, the boundary limits of the city shall
thereafter be fixed in such ordinance; and when any additional territory
has been so annexed, same shall be a part of the City of Odessa, and
the property situated therein shall bear its prorata part of the taxes
levied by the city and the inhabitants shall be entitled to all the
rights and privileges of all the citizens, and shall be bound by the
acts, ordinances, resolutions and regulations of the city.

Should any property situated within the city limits, or within
the city’s extraterritorial jurisdiction, be hereafter platted
into blocks and lots, the owner or owners of said property shall comply
with the law of the State of Texas applicable to a Home Rule Municipality
and ordinances of the city.
