No person shall own, or have in his/her possession, custody or control, any dog, cat or animal within the City unless such person shall first register annually said animal with the City Collector and obtain and thereafter display a license tag which must be securely attached by a collar to the neck of the animal. The City Collector shall maintain animal registration records listing the following information which the applicant must provide before each license tag issued: 1) the name and address of each person to whom a license tag is issued, 2) the name, breed, age, sex and description of each animal for which a license tag is issued, 3) the date of the animal's last rabies vaccination and 4) the amount of the license fee paid. The applicant shall provide the required information as well as proof that the animal has received its rabies vaccination and pay an annual license fee of ten dollars ($10.00) before the City Collector shall issue said license tag. In the event the animal is less than three (3) months of age and not able to safely receive a rabies vaccination, the City Collector shall issue a temporary license tag which shall expire when the animal becomes three (3) months of age at which time the applicant must present proof of the animal's rabies vaccination in order for the Collector to issue a permanent license tag.
