No public events of the following types will be permitted within
the city or within its extraterritorial jurisdiction limits of one-half
(1/2) mile beyond the city boundaries:
(1)
Any
public gatherings which cause pedestrians to cross arterial highways,
roads, or streets which have no traffic-control signals, unless arrangements
have been made in advance for appropriate police traffic control.
Approval of the city council will be required thirty (30) days in
advance of each such public event.
(2)
Any
public events which cause unlawful or dangerous parking of vehicles
on or contiguous to arterial highways, roads, or streets will not
be permitted under any conditions.
