(a) 
Except as otherwise specifically provided in this division, it shall be unlawful for any person to do electrical work unless such person is a master electrician licensed under this division, or unless such person is a journeyman or apprentice electrician licensed under this article and does such electrical work under the supervision, direction and control of a master electrician.
(b) 
Any person holding a valid master's license need not procure a journeyman's or apprentice's license, and any person holding a valid journeyman's license need not procure an apprentice's license. However, when two (2) or more master electricians are working on the same job, the supervision, direction and control of the work shall be the responsibility of the person to whom the permit was issued.
(c) 
The following classes of work may be carried out by persons who are not licensed electricians:
(1) 
A person performing electrical work with his own hands in dwelling premises owned by him and registered in the state tax rolls as his homestead. However, before performing such work, he shall obtain from the electrical inspector a permit to do such work and shall pay the inspection fee. Any person who obtains a homestead owner's permit and allows any person other than a licensed master electrician to perform any electrical work under such permit shall be in violation of this article.
(2) 
The replacement of lamps and fuses and connection of portable devices to suitable receptacles which have been permanently installed.
(3) 
The installation, alteration or repairing of any wiring, devices or equipment used for the operation of a signal or the transmission of messages when such wiring, devices, appliances or equipment operates at a voltage not exceeding fifty (50) volts between conductors and does not include generating or transforming equipment.
(4) 
The installation, alteration or repair of electric wiring, devices, appliances and equipment installed by or for an electrical public service corporation operating under a franchise from the city when for the use of such corporation in the generation, transmission, distribution or metering of the electrical energy or for the use of such corporation in the operation of signals or the transmission of messages.
(5) 
Any work involved in the manufacture or test of electrical materials, devices, appliances or apparatus, but not including any installation of wiring other than that required for testing purposes, if such equipment as completed is approved by the electrical inspector before it is installed or used, under a permit covering such installation.

Every licensee shall have his apprentice's, journeyman's or master's license in his immediate possession at all times when doing any electrical work and shall display the license upon demand by any peace officer or any electrical inspector or by the owner of the premises or property upon which the licensee is working, offering to work or has worked. By way of mitigation, a person charged with violating this section may produce in court a license valid at the time the demand was made which authorized such person to do the kind of electrical work done or offered by such person.

It shall be unlawful for any person to:
(1) 
Display or cause or permit to be displayed or have in his possession any instrument purporting to be any license for the doing of any electrical work knowing such instrument to be fictitious or to have been cancelled, revoked, suspended or altered.
(2) 
Lend or knowingly permit the use of any license for doing of any electrical work to any person not entitled thereto under this article.
(3) 
Display or represent as one's own any license for the doing of any electrical work when such license has not been lawfully issued to the person so displaying the license.
(4) 
Fail or refuse to surrender to the electrical inspector on demand any license for the doing of any electrical work which has been suspended, cancelled or revoked as provided by law.
(5) 
Apply for or have in one's possession more than one (1) current license of the same type provided for in this division.
(6) 
Use a false or fictitious name or give a false or fictitious address in any application for any license provided for in this article, or any renewal or duplicate thereof, or knowingly make a false statement or knowingly conceal a material fact or otherwise commit fraud in making any such application.
(7) 
Employ as a master, journeyman or apprentice electrician any person not then licensed as provided in this division.
(8) 
Perform any character of electrical work for which a license is required without the license required by this division or while such license is suspended, cancelled or revoked.
