(a)
Except as otherwise specifically provided in this division, it shall be unlawful for any person to do electrical work unless such person is a master electrician licensed under this division, or unless such person is a journeyman or apprentice electrician licensed under this article and does such electrical work under the supervision, direction and control of a master electrician.
(b)
Any person holding a valid master's license need not procure a journeyman's or apprentice's license, and any person holding a valid journeyman's license need not procure an apprentice's license. However, when two (2) or more master electricians are working on the same job, the supervision, direction and control of the work shall be the responsibility of the person to whom the permit was issued.
(c)
The following classes of work may be carried out by persons who are not licensed electricians:
(1)
A person performing electrical work with his own hands in dwelling premises owned by him and registered in the state tax rolls as his homestead. However, before performing such work, he shall obtain from the electrical inspector a permit to do such work and shall pay the inspection fee. Any person who obtains a homestead owner's permit and allows any person other than a licensed master electrician to perform any electrical work under such permit shall be in violation of this article.
(2)
The replacement of lamps and fuses and connection of portable devices to suitable receptacles which have been permanently installed.
(3)
The installation, alteration or repairing of any wiring, devices or equipment used for the operation of a signal or the transmission of messages when such wiring, devices, appliances or equipment operates at a voltage not exceeding fifty (50) volts between conductors and does not include generating or transforming equipment.
(4)
The installation, alteration or repair of electric wiring, devices, appliances and equipment installed by or for an electrical public service corporation operating under a franchise from the city when for the use of such corporation in the generation, transmission, distribution or metering of the electrical energy or for the use of such corporation in the operation of signals or the transmission of messages.
(5)
Any work involved in the manufacture or test of electrical materials, devices, appliances or apparatus, but not including any installation of wiring other than that required for testing purposes, if such equipment as completed is approved by the electrical inspector before it is installed or used, under a permit covering such installation.
