The prima facie speed limit for all
roads within the city limits which are not part of the state highway
system shall be twenty-five (25) miles-per-hour unless otherwise posted.

Ordinances regulating specific speed
limits in the city are on file in the city clerk’s office. Such
ordinances may only be repealed by a specific and clear action of
the city council rather than a blanket repeal by another ordinance.
